SECURITY SPECIALIST

The primary purpose of this position is to serve as a security specialist for an organization with subordinate organizations below them to protect resources from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to the organization's mission interests, national defense or national security. Responsibilities Serves as security program specialist executing and enforcing compliance operational, functional, and mission assurance aspects of an integrated information security program. Executes and enforces compliance with the organization personnel security program. Serves as the organization's representative for Industrial Security issues. Administers the Physical Security Program for the organization. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. Ability to plan and carry out reviews of unit and/or contractor security programs, analyze and evaluate reports and conditions to recommend remedial actions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of security specialties, concepts, principles, criteria, requirements, technology, and practices. Knowledge of the intelligence enterprise to support and promote information sharing strategies. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. Skill in the use of analytical principles, practices, and techniques to review and evaluate security programs to meet mission requirements and improve the security program for the organization. Ability to communicate orally and in writing, clearly, concisely, and accurately. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. Other significant facts pertaining to this position are: Position is designated eucal-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Comparted Information (SCI). A non-disclosure agreement must be signed. Drug testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Department of Defense Security Fundamentals Professional Certification conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without written approval of the Air Force Security Functional Authority (SAF/AA) or their delegated security career field representative. Conducts education and training for classified information technology systems, includes cyber security and cyber policy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
