Financial Investigator

The Financial Investigator conducts complex financial and asset investigations in support of criminal and civil debt-collection matters. The position analyzes financial records, identifies assets available for seizure, restitution, fines, garnishment, or other recovery actions, and supports government attorneys with investigative research, legal documentation, financial summaries, and case preparation. The Financial Specialist uses law enforcement databases, public records, financial research tools, and online resources to trace assets, evaluate debtor capacity to pay, and identify potential financial crimes or concealment efforts.

Pay commensurate with experience.

Financial Investigator Responsibilities Include:

• Independently plan and conduct asset investigations to support the recovery of debts imposed in cases handled by or referred to U.S. Attorney's Offices (USAOs).

• Analyze financial and other records to identify assets subject to seizure or attachment, or otherwise available to satisfy court-ordered restitution, fines, and other government debts.

• Use investigative systems, law enforcement databases, and online research tools-including ChoicePoint, AutoTrack, Accurint, and other internet-based resources-to provide case support in criminal and civil debt-collection matters.

• Research and identify assets using data-amplification systems, cryptocurrency research methods, social media platforms, and cyber-research tools.

• Conduct investigations of debtors and defendants using public records, law enforcement databases, financial records, and internet-based sources.

• Coordinate debtor surveillance with appropriate law enforcement and investigative agencies; participate only in surveillance conducted in public, accessible locations with minimal risk of personal harm.

• Communicate with financial institutions regarding accounts identified for execution, levy, garnishment, or other collection actions.

• Prepare legal documents, investigative reports, affidavits, and supporting materials based on investigative findings.

• Develop written and visual summaries of complex financial transactions to support attorney preparation for hearings, depositions, and trials.

• Assist government attorneys in tracing proceeds from specified unlawful activities to assets that may be subject to seizure or forfeiture.

• Identify transactions that may violate money laundering statutes and other applicable Title 18 offenses.

• Support pre-seizure planning by determining the value of assets subject to seizure and identifying liens, encumbrances, and other ownership interests.

• Review complex financial and related records to assess a debtor's ability to pay court-ordered restitution, fines, and other debts.

• Conduct witness interviews and participate in Judgment Debtor Examinations to obtain information related to financial activities, assets, liabilities, and relevant transactions.

• Negotiate with debtors and their legal representatives to support settlement of civil cases and collection actions.

• Analyze banking and other financial records in civil cases to identify assets subject to lien or attachment; verify debtor statements; identify potential legal violations; trace proceeds; and calculate discretionary income available for debt repayment.

• Identify individuals, entities, affiliates, alter egos, or nominees that may be used to conceal assets or avoid payment and collection efforts.

• Conduct financial investigations to obtain information needed to prepare subpoenas, garnishment packages, and other collection actions intended to secure payment directly from payers.

• Prepare exhibits and supporting documentation for depositions, hearings, and trials; participate in depositions as needed.

• Perform other job-related duties as assigned.

Financial Investigator Experience, Education, Skills, Abilities requested:

• Minimum of five years of criminal investigator experience, preferably with a military, law enforcement, or intelligence agency.

• Minimum of three years of experience conducting financial investigations involving complex criminal, fraud, drug-related, or asset-recovery matters.

• Ability to obtain and maintain a Public Trust clearance.

• Knowledge of security practices and the ability to recognize and respond appropriately to potential security concerns, including attempted unauthorized entry or trespass.

• Ability to communicate clearly and professionally in person, by telephone, and in writing.

• Knowledge of standard office procedures, including the ability to route calls and provide routine, factual information to visitors.

• Excellent verbal and written communication skills.

• Advanced proficiency with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.

• Ability to respond effectively to a variety of operational situations while maintaining professionalism, sound judgment, and attention to detail.

• Ability to successfully complete Cherokee Federal pre-employment screening and qualification requirements.

• Relevant prior experience may include roles such as Financial Analyst, Financial Coordinator, Finance Associate, Financial Planner, Budget Specialist, or comparable financial investigative positions.

• U.S. Citizenship required.

• Excellent communication skills, with the ability to explain technical findings to business users.
