Under minimum supervision, the Chief Nursing Officer (CNO) has twenty-four (24) hour accountability and responsibility for planning, organizing, developing, directing,coordinating,andevaluatingnursingandancillaryservicesthroughoutthe organization.Such services include clinical practice, quality patient care, fiscal accountability/productivity,humanresourcesmanagement,regulatorycompliance, leadership, staff development, and professionalism.Promotes interdisciplinary collaboration with other departments and the medical staff to facilitate positive patient care outcomes and a desirable work environment for employees.Responsible for identifying and implementing new business opportunities to increase volume in clinical and ancillary departments.Participates with administration,medicalstaff, andother clinicalstaff indevelopingthe Hospital’s mission,goals,strategicdirection,andfinancialplans. Provestobean excellent collaboratorwithinalllevelsofthe organization.
Duties/Responsibilities:
- Participates with leaders from management, medical staff and clinical and support departments in the development and implementation of the Hospital’s mission, goals, and objectives
- Promotes participative management with staff, physicians and support personnel to encourage feedback, active involvement in nursing services and patient care decision-making
- Serves as a role model for professionalism through risk-taking, collaborative relationships, and networking with colleagues, problem solving and marketing self, staff and Hazel Hawkins Memorial Hospital
- Conducts all personnel activities in accordance with hospital policies and procedures and collective bargaining agreements; ensures that personnel policies allow for jobs satisfaction, human rights and staff growth and development
- Actively participates in collective bargaining negotiations and resolution of staff complaints.
- Develops, implements and evaluates patient care outcomes in collaboration with nurse manager committee and physicians and places accountability on managers and staff to assure attainment of positive patient care outcomes
- Provides timely follow up on patient, physician and staff complaints in a constructive, non-punitive manner; responds to problems or concerns with sensitivity and appropriate action involving key nursing, medical staff, quality and/or risk management staff, as appropriate
- Utilizes formal and informal methods to evaluate and recognize staff contribution to quality patient outcomes, nursing, and ancillary services and the Hospital
- Accomplishes objectives and assignments within prescribed periods by prioritizing and organizing workload
- Continually evaluates own administrative and educationskills and updates as necessary; participates in professional organization and activities
- Ensure the delivery of safe, competent, cost effective and quality patient care by planning, organizing, directing, and evaluating service activities within the framework of performance improvement guidelines
- Conducts evaluative rounds to assure visibility, maintain a working knowledge of unit/staff activity, assure compliance with the Patient Bill of Rights, serve as both a Patient and Nursing Advocate, collaborate with physicians, and support services personnel
- Collaborates with leaders from management, medical staff, nursing and clinical areas in planning, promoting and conducting hospital-wide quality monitoring and improvement activities
- Analyzes data to determine issues and areas for improvement and initiates change, with staff input and participation to ensure compliance with changes
- Ensures that nursing and ancillary services are in continuous compliance with TJC, Title22, OSHA, safety and other regulatory and licensing standards
- Ensures that the quality of patient care provided by members of the nursing and clinical services staff is continually evaluated in accordance with the nursing and hospital performance improvement plans
- In collaboration with directors, prepares and monitors departmental budgets (FTEs, operating expenses and capital) to accomplish fiscal objectives; develops systems to monitor budgets on an on-going basis and establishes mechanisms to evaluate, track and report variances; implements changes, as necessary, to bring department into compliance with budget goals
- Maintains an awareness of trends/developments in health care systems to assure a competitive edge; markets new programs and technologies, which appeal to physicians, managed care organizations and patients and support the Hospital’s strategic goals
- Collaborates with CFO to assess reimbursement for new and ongoing programs and services; ensures compliance with federal and state fraud and abuse laws
- Conducts and documents routine management staff meetings to assure the timely communication of information, obtain feedback and assure progress toward department and Hospital goals attainment
- Completes performance appraisals within required period; ensures all staff have objective, measurable and time-limited goals upon which performance is measured annually
- In collaboration with Human Resources, implements and evaluates recruitment and retention efforts for nursing and clinical services
- Maintains confidentiality of all patient and hospital-related communications and documents

- The physical ability and perception acuity, (e.g., visual, hearing) to satisfactorily perform all functions
Education and Experience:
- Master’s Degree in Nursing (MSN), Healthcare Administration (MHA), or related healthcare field
- 7 years of experience in complex community hospital settings in similar leadership positions
- Experience with developing and implementing clinical education programs
