Compliance Analyst, Self-Reported Data Unit (Compliance Analyst III)

Position Overview In the Office of Governance (OG), the Self‑Reported Data Unit (SRDU) ensures the accuracy, completeness, and quality of data submitted by Local Education Agencies. The Compliance Analyst performs highly complex (senior‑level) compliance analysis related to self‑reported data concerns, primarily through conducting large‑scale reviews. The role supports SRDU’s annual data validation projects and may contribute to other initiatives as needed. The analyst helps ensure data quality and regulatory compliance by evaluating programs, policies, and documentation, and by preparing clear, actionable reports that inform leadership and support agency decision‑making. This position reports to SRDU’s Project Supervisor and is expected to exercise sound judgment and work effectively with limited supervision to produce comprehensive, well‑supported technical reports and recommendations, consistently meeting established deadlines and quality standards. Flexible work location in Texas may be considered for qualified candidates. Essential Functions Compliance Review and Analysis: conduct complex compliance reviews related to data submitted by LEAs; analyze documentation, policies, procedures, and data to determine compliance with applicable state and federal requirements, including the Texas Education Code and Texas Administrative Code. Case Management and Work Planning: independently manage assigned compliance cases from intake through resolution, including prioritizing work, tracking deadlines, coordinating required inputs, and ensuring timely completion of deliverables. Written Products and Recommendations: prepare accurate, well‑organized, and well‑supported written materials summarizing analyses, findings, and recommendations; ensure written products align with supervisory guidance, unit standards, and agency expectations. Collaboration and Consultation: collaborate professionally and effectively with internal TEA staff, including legal, investigative, and program areas, using clear, timely communication and sound judgment to coordinate input, resolve issues, and contribute to consistent, appropriate agency action related to data compliance concerns. Quality Assurance and Professional Practice: support leadership to ensure stakeholders have the information and tools necessary to establish accurate local practices and data; apply established procedures, templates, and guidance consistently; incorporate feedback to improve work quality; and ensure compliance with applicable confidentiality and records requirements. Qualifications Minimum Qualifications Education: Graduation from an accredited four‑year college or university. Experience: At least three (3) years of experience in compliance analysis, investigations, auditing, legal analysis, research, or related work, including utilizing data to support determinations. Substitutions: Education and experience may substitute for one another on a year‑for‑year basis. Other Qualifications Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military. Knowledge of applied research and analysis methods, including experience with problem identification, statistical concepts, data analysis, and interpretation of results in a compliance or regulatory context. Demonstrated professional judgment in applying statutory and regulatory guidance consistently. Knowledge of PEIMS, TEDS, Texas Administrative Code and associated rules, Title 19, Public Information Act, FERPA, and Texas Education Code, Chapter 39. Demonstrated ability to collaborate effectively with internal stakeholders. Excellent communication skills with the ability to express ideas clearly verbally and in writing. Strong project and time management skills, demonstrated by the ability to manage multiple concurrent initiatives, meet aggressive timelines, and consistently produce clear, accurate, well‑supported deliverables. Desire to self‑reflect, give/receive feedback, and continuously improve. Willingness to work as a contributing member of a team and foster positive and effective working relationships with a variety of individuals (including executive leadership) and groups, internal and external to TEA. Ability to interpret and explain rules, regulations, policies, and procedures concerning agency programs and procedures. Prior experience working with state agencies or local education agencies preferred.
