Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care (CoC), we coordinate and manage federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

This position will assist in the daily operations of the Funding, Procurement & Allocation Department, supporting the department and LAHSA in the planning, development, and management of funding for programs and services, designed to end homelessness in Los Angeles County. This position will support the Funding, Procurement & Allocations Department, LAHSA, and its funders with ensuring that public funding is designed and utilized effectively, equitably, and ethically, to achieve the outcomes of providing quality housing and services for persons experiencing homelessness and ending racial disparities in homelessness, across the County of Los Angeles.

The Analyst will play a key role in LAHSA's funding processes, tracking and maintaining processes in the funding cycle; identifying and forecasting program, service, and funding needs for LAHSA, its programs, and subrecipients; identification of funding and resources to address system gaps and needs; supporting budget planning and development through projections and forecasting informed by key performance indicators; supporting LAHSA in communications with funders and formal requests of funders; facilitation and coordination of design and submission of funding requests and proposals; assistance with preparation of statements of work for funder agreements between LAHSA and its funders; support the review and routing of funder agreements for execution; and supporting the development, implementation, and management of allocation and reallocation methodologies that advance equity, economic justice, and racial justice.

This position is responsible for strategic analysis, modeling, forecasting, reporting, and planning for program, service, and resource needs, and facilitating and managing the allocation of funding provided to support the ongoing implementation and delivery of programs and services for persons experiencing homelessness, as well as supporting LAHSA leadership to ensure appropriate resources are available for the Los Angeles CoC.

Essential Job Functions

Funder Relations

• Facilitate, support, and contribute to the development, design, preparation, and submission of recommendations and requests for funding through collaboration with LAHSA's programs and contracts departments, articulating qualitative and quantitative descriptions of need; the methods utilized to determine the need; the amount of funding requested; proposed use of funding and basic parameters of program design.
• Partner with Contract Performance Management department to facilitate, support, and contribute to the development, design, preparation, and submission of funder and grant agreements. Through collaboration with LAHSA's Programs and Finance and Administration departments, accurately define, describe, and represent the services that will be provided, as well as LAHSA's roles, responsibilities, and anticipated outcomes in relation to the administration of program funding.
• Maintain standards for developing, preparing, and submitting recommendations and requests for funding, and funder agreements, including language standardization.
• Support in the review of incoming funding for LAHSA, including developing the analysis of funder reports, reviewing the terms of funder agreements, and routing agreements internally for approval from LAHSA leadership for contract execution.
• Support the identification and implementation of efficiencies in funding to LAHSA through collaboration and negotiation with funders to maximize allowability and eligibility of funding, as well as streamlining and simplification of funder agreements, including consolidation of categories/components of funding that LAHSA receives and administers.
• Collaborate with internal departments to ensure alignment between LAHSA's requests for funding, funder agreements, and subrecipients agreements.

Allocation Management

• Collaborate closely with LAHSA's Programs and Finance and Administration departments, as well as funders, system partners, and stakeholders to establish annual and multi-year funding plans.
• Maintain and update the record of passthrough funding to subrecipient organizations in accordance with LAHSA's allocation methodology and communicate changes in allocations to stakeholders across the agency.
• Facilitate and support the development, implementation, and management of equitable, ethical, and effective policies, procedures, methodologies, and practices for allocating LAHSA's annual budget.
• Facilitate and support the development, implementation, and management of equitable, ethical, and effective policies, procedures, methodologies, and practices for reallocation and reprogramming.
• Facilitate and support the development, implementation, and management of funding strategies to reverse racial disparities in homelessness.
• Ensure that LAHSA's public funders, Commission, and subrecipients are informed about, and aligned with, LAHSA's allocation methodology.

Reporting

• Oversee, and assist with, the preparation and completion of analyses, forecasts, and modeling in support of various planning activities and initiatives (including budgets and budgeting), in support of LAHSA, the Los Angeles Coordinated Entry System, and Los Angeles CoC.
• Assist in implementing and managing processes and systems to monitor and track funding recommendations and requests, grant and funder agreements, and funding reports.
• Prepare, submit, and present reports on programmatic and financial outcomes to LAHSA funders, Commission, and committees.
• Other duties and special projects as assigned

• Computerized information systems used in financial and or accounting applications.
• Highly proficient in the use of Microsoft Excel, Power BI, and other applicable software.
• Strong analytical, problem-solving and organization skills.
• Able to work on multiple projects with accuracy and efficiency, while keeping to deadlines.
• Excellent verbal, written and interpersonal communication skills.

Schedule: The Chief Executive Officer or designee may change the schedule of positions between hybrid and onsite, as necessary to accomplish LAHSA's business needs.
