Overview

Chenega Services and Federal Solutions, LLC (CSFS) is seeking an Acquisition Support Specialist III to support the Food and Drug Administration’s (FDA) Office of the Commissioner Strategic Initiative Programs. The Acquisition Support Specialist II will provide procurement advisory and assistance services to the Sentinel 3.0 program team by developing procurement work products for the program team's review before submission to FDA Office of Acquisitions and Grants Services (OAGS). The FDA Sentinel Initiative is a national electronic system used to monitor the safety of approved medical products—such as drugs, vaccines, and medical devices—after they reach the market

Work Location: Remote- Qualified candidate must be local to Silver Spring, MD

Responsibilities

• Works closely with mid-level analysts and subject matter experts (SMEs), including Contracting Officer's Representatives (CORs), Program Managers, and program offices, to develop requirements and create, collaborate on, and/or review acquisition documentation such as Statements of Work (SOWs), Performance Work Statements (PWSs), Statements of Objectives (SOOs), Interagency Agreements (IAAs), Independent Government Cost Estimates (IGCEs), solicitation packages, and evaluation plans for acquisition planning and execution across all applicable acquisition vehicle types, including standalone contracts, Blanket Purchase Agreements (BPAs), and Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.
• Assists with the development of Acquisition Plans, reviews acquisition packages prior to submission to the Acquisition Office, and assists in the review of existing contracts to determine compliance with applicable laws, regulations, and policies. Trains staff on current procurement laws, regulations, and policies.
• As detailed in specific orders, and when appropriate, may be tasked via the COR or authorized FDA staff to provide clarification documentation to the acquisition office as part of liaison duties.
• As required, assists in the performance of market research and trend analysis as they apply to the program, with guidance from the lead analyst.
• Assists with the development of source selection evaluation criteria and supports proposal evaluation activities, including preparation of evaluation tools and templates, coordination of evaluation meetings, and documentation of findings in accordance with FAR requirements and fair opportunity procedures.
• Coordinates and works with technical experts and the contracting office to ensure project milestones are reflected in contractual documents and project plans.
• As required, assists in the development of IGCEs and supports the preparation of task order and call order documentation.
• Assists with post-award acquisition activities, including contract administration and performance monitoring support, transition planning coordination, and closeout documentation.
• Supports compliance with Organizational Conflict of Interest (OCI) requirements and applicable FAR, HHS, and FDA policies throughout all assigned acquisition activities.

Qualifications

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

• Bachelor’s Degree in related field of study
• Minimum of 8 years’ experience direct relatable Federal Acquisition role
• Knowledge of federal acquisition methods and techniques

• Professional personal computer skills, to include but not limited to, skills in operating Microsoft Office software, with emphasis on Word, Excel, Power Point, and Outlook as well as SharePoint.
• Skills in managing and prioritizing multiple assignments with strict deadlines and ability to coordinate efforts among many offices.
• All positions require excellent interpersonal and communication skills (both oral and written).
• Skills including, but not limited to, the areas of:

• • Performing advanced business analysis using various techniques (e.g., statistical analysis, explanatory and predictive modeling}.
  • Determining best practices and developing actionable insights and recommendations for the current business operations or issues.
  • Data analysis - creating reports based on findings and/or comparison with previous data, project/plan design, development of SOP's and testing and/or implementation of new systems and/or software.

• • Ability and desire to read/research to obtain knowledge of purchasing/contracting methods and techniques including small purchasing techniques, complex federal acquisition, research and interpretation of laws, regulations, and policies and procedures.
  • Ability to apply the skills learned above to perform pre-award, post-award procurement actions and aspects of contract administration on Government contracts
  • Excellent communication and writing skills.
  • Computing skills including ability to use Microsoft Office suite.
  • Knowledge of the FDA and HHS acquisition process.
