Mid-Level Acquisition Specialist (Remote)

Position Summary
Martek Global Services is seeking an experienced Mid-Level Acquisition Specialist to provide federal acquisition and program support for the National Institutes of Health (NIH) . The ideal candidate will have demonstrated experience supporting Federal acquisitions throughout the acquisition lifecycle, including acquisition planning, solicitation, award, contract administration, and closeout.

This position will work collaboratively with Contracting Officers (COs), Contracting Officer’s Representatives (CORs), program offices, and cross-functional teams to support timely, compliant, and effective acquisition activities. Experience supporting NIH, the Department of Health and Human Services (HHS), or similar Federal acquisition environments is highly valued.

Salary Range : $78,000.00 – $85,000.00

Responsibilities

• Support Federal acquisition activities throughout the acquisition lifecycle, including planning, solicitation, award, administration, and closeout.
• Interpret and apply Federal acquisition regulations, policies, and procedures, including the Federal Acquisition Regulation (FAR) and HHS Acquisition Regulation (HHSAR).
• Support the development and review of procurement request packages and acquisition documentation.
• Prepare and review acquisition strategies, Statements of Work (SOWs), Performance Work Statements (PWSs), Independent Government Cost Estimates (IGCEs), source selection plans, business case analyses, and related documentation.
• Provide pre-award and post-award acquisition support for services, supplies, and information technology (IT) requirements.
• Monitor acquisition activities, milestones, and performance metrics, including Procurement Administrative Lead Time (PALT).
• Support source selection activities, including preparation of evaluation documentation and maintenance of procurement records.
• Provide contract administration support, including invoice review, post-award conference coordination, contract file maintenance, and preparation of correspondence.
• Assist with responses to Freedom of Information Act (FOIA) requests and appropriately handle procurement-sensitive information.
• Utilize automated acquisition and contract writing systems to track procurement status, funding, milestones, and contract closeout activities.
• Collaborate with COs, CORs, program offices, and other stakeholders to identify acquisition issues and recommend practical solutions.
• Prepare clear, accurate, and timely written communications, reports, and acquisition documentation.

Qualifications
Required

• Minimum of five (5) years of progressively responsible experience supporting Federal acquisition activities across the acquisition lifecycle.
• Demonstrated experience providing pre-award and post-award Federal acquisition support.
• Working knowledge and experience applying the FAR and other applicable Federal acquisition regulations, policies, and procedures.
• Experience developing and/or reviewing Federal acquisition documentation, such as SOWs, PWSs, IGCEs, acquisition strategies, source selection documentation, or similar materials.
• Experience using automated acquisition and/or contract writing systems.
• Strong analytical, organizational, problem-solving, written communication, and interpersonal skills.
• Bachelor’s degree or higher from an accredited institution.

Education Substitution: In lieu of a bachelor’s degree, a minimum of ten (10) years of directly relevant Federal acquisition experience may be accepted.

Preferred

• Experience supporting NIH or HHS acquisition organizations .
• Knowledge and experience applying the HHSAR .
• Experience preparing acquisition documentation using NIH acquisition
