Senior Human Resources Manager

The Immigrant Legal Resource Center (ILRC) is seeking a full-time Senior Human Resources Manager. This is an exempt position that reports to the Senior Director of Human Resources and Administration and has supervisory responsibilities. It is a hands-on, fast-paced role that will support and contribute to the growth and impact of the HR department while contributing to the ongoing evolution of ILRC culture, including our ongoing DEIAB work.
The ILRC currently operates under a hybrid work model, requiring two in-office days per week.

The Opportunity:
This position offers an opportunity to join an internally facing, customer servicedriven team dedicated to supporting the organization in its entirety. The ILRC is currently adding capacity to our human resources department. The individual who fills this role will play an integral part in increasing our capacity to serve the organization, draft and review policies, work on DEIAB initiatives, supervise two HR team members, as well as handling other responsibilities as assigned. We are looking for a self-starter who thrives in a collaborative environment and can also work independently. The ideal candidate will work with the Senior Director to establish priorities and HR strategy in ways that elevate and advance the ILRC’s mission and organizational goals.
Job Responsibilities: This position will contribute to several concurrent programs. Duties may include:
- Managing the daily workflow of the department.
- Supervising the Talent & Development Specialist and the Human Resources Assistant, both based out of the San Francisco office.
- Identifying developmental needs of employees and coaching, mentoring, or helping others improve their knowledge or skills.
- Proactively staying up to date with knowledge of federal, state, local, and case law changes and labor law activity affecting human resources and the organization so that the organization’s policies, procedures, and practices comply with new and existing regulations.
- The ability to understand, implement, and uphold a Collective Bargaining Agreement (CBA), while helping to perform various duties required to administer the CBA. Analyzing trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
- Creating learning and development programs and initiatives that provide internal development opportunities for employees.
- Creating and modifying budgets.
- Providing support and guidance to staff when complex, specialized, and sensitive questions and issues arise, for both union and non-union employees.
- Providing oversight and management for data collection for internal and external projects.
- Collaborating with the department to maintain employee files, job descriptions, and other employee documentation, ensuring the integrity and confidentiality of all records and information.
- Acting as a liaison between the organization and external benefits providers and vendors, including but not limited to health, disability, and retirement plan providers.
- Identifying gaps in existing processes and proposing solutions to improve efficiency throughout the department.
- Working on special projects as assigned.
- Supporting the Senior Director of Human Resources & Administration as needed.
Required Qualifications: The successful applicant is required to have:
- A minimum of 8 years of experience working in human resources, with a minimum of 3 years of supervisory experience.
- A college or university degree or possess knowledge equivalent to a 4-year degree from a college or university;
- Comfortable in all aspects of HR, including but not limited to employee relations, recruiting, administration, benefits, compensation, compliance, and staff development.
- A willingness to work closely with and learn from colleagues, including being willing to take direction and editing from others, and to incorporate feedback.
- Excellent oral and written communication skills, including strong facilitation skills and presentation skills, report writing skills, and the ability to communicate complex data, findings, and ideas clearly and accurately.
- Strong time management skills and the ability to meet deadlines.
- A strong work ethic, including the following qualities: organized, flexible, reliable, and dependable, able to work independently, and able to handle several projects simultaneously.
- Experience working in HRIS systems and performance management systems.
- Proficiency in Microsoft 365, Google, and time/project management applications.
- The ability to travel up to 10% percentage of time.
- The ability to recognize ways that race and ethnicity, gender, and other identities intersect in the communities that we serve.
- Interest in working with a pro-immigrant organization that is focused on immigration law and immigrant rights issues.
Preferred Qualifications:
- SHRM or HRCI certification.
- Experience working in a union environment.
- Training, teaching, or other public speaking experience.
- System implementation experience.
Compensation/Benefits:
Pay is commensurate with experience, with an expected range between $125,000 - $140,000 annually. The ILRC offers excellent benefits, medical/dental/vision insurance, EAP sessions, a flexible spending account for medical and dependent care, vacation, and sick leave. The ILRC also sponsors a retirement plan option upon fulfillment of eligibility. Additionally, we offer an annual professional development stipend of $2,500 and from 2025 – 2027, an annual wellness stipend of $2,500. ILRC also offers a sabbatical program: employees are eligible to apply for an 8-week sabbatical after five years of service and a 12-week sabbatical after ten years of service.
