Acquisition Oversight Branch Chief - Technology Transformation Service

Summary As an Acquisition Oversight Branch Chief, you will serve as branch supervisor and principal expert procurement analyst and authoritative advisor/consultant on acquisition oversight and contracting laws, regulations, principles, and practices. Location of position: GSA, Technology Transformation Services (TTS), Technology Acquisition Division, Acquisition Oversight Branch. Learn more about this agency Duties Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees and balances workload. Develops performance standards and evaluates the performance of subordinates. Advises, counsels, and instructs employees on both work and administrative matters. Approves expenses comparable to within-grade increases, extensive overtime, and training. Provides strategic planning for the branch and holds individual subordinates accountable on execution. Reviews, evaluates, and provides specific expert guidance concerning a wide range of highly complex and intricate contracting policies and procedures, specifically how it relates to emerging technology requirements. Takes a leadership role in solving problems and makes presentations to agency and program office management officials, customer/partner agencies, congressional staff, and other comparable entities and individuals. Actively participates in conferences and working groups on matters of considerable consequence or importance to the program office and acquisitions managed by the employing organization. Serves as a senior expert and/or principal procurement analyst in work groups assigned projects for activities such as digital technology acquisition, procurement policy, or agency acquisition career management. Such work includes working collaboratively with internal offices across GSA to inform changes to the Federal Acquisition Regulation, General Services Administration Acquisition Manual, acquisition letters, and/or other guidelines pertaining to the acquisition workforce. Monitors GSA-wide acquisition policies, procedures, and management concepts pertaining to procurement of digital products and services. Participates in developing and overseeing digital acquisition policies, processes, and procedures specifically how it relates to emerging technologies. Develops program office acquisition operating procedures, operational guidance, and processes. Serves as principal expert procurement analyst responsible for recommending, developing, and/or implementing contracting strategies, procedures, and guidance. Actively integrates the organization’s strategic plans, mission, vision, and values into team/work group priorities, acquisition strategies, and work products. Ensures alignment between day-to-day actions and broader initiatives, organizational (e.g., division, program office) goals, and comparable activities. Reviews contractual actions for conformance with regulatory requirements and procurement practices, develops policies and procedures, and provides guidance to other activities concerning a wide variety of procurement issues. Oversees program office acquisition workforce administrative matters such as warrant and training certifications and reviews and responds to workforce related policy questions. Acts as either the Bureau Certification Manager or the training coordinator for TTS acquisition personnel. Assesses workforce competencies, analyzes acquisition workforce and performance data, and implements targeted development initiatives to address skill gaps and support workforce planning. The GS-15 salary range starts at $147,945 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. Specialized Experience In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-14 in the Federal service. You must meet the requirements in 1, 2, or 3 below: All of a, b, and c below: Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Specialized experience is one year of experience equivalent to the GS-14 in the Federal service. Specialized experience is: Providing technical and administrative oversight of acquisition operations. Advising senior leadership on acquisition policies, procedures, regulatory compliance, operational risks, and organizational impacts. Providing acquisition management assistance and guidance for the program office contracting operations. Overseeing acquisition operations, quality assurance activities and internal controls to ensure effective and compliant contracting operations. Conducting studies, assessments, or evaluations of acquisition programs, processes, or organizational operations and implementing improvements. Leading cross-functional teams and acquisition personnel through contracting challenges, procurement actions or organizational initiatives. Competencies and Knowledge, Skills, and Abilities (KSAs) Applied knowledge of administrative missions to independently design, carry out program actions, projects and functions of the agency, related to long term acquisition goals, objectives and operations. Expert knowledge of independently determining approaches and methods needed to independently plan, design, and carry out program actions, projects, studies, or other work. Skill in government contracting guidelines (e.g., laws, regulations, policies) including contracting operations techniques, and detailed contracting requirements procedures as well as familiarity with business and industry practices, specifically those in the digital/information technology field including emerging technology uses, sufficient to develop and/or recommend policies and provide expert acquisition guidance to program office and partnering agencies’ management and staff; identify strengths and weaknesses and determine optimal contracting avenues to promote efficiencies in the provision of digital/IT services and products; and reviews, evaluate, and provide guidance concerning a wide range of highly complex contracting policies, actions, and procedures. Mastery of and related skills in applying management objectives to develop organizational metrics specific to acquisition related efforts to meet border division, organization, agency goals contributing to both short and long term bases. Skill in written and verbal communications sufficient to develop and implement new or change procedures, practices, and guidance for use by peers, management, staff, and/or other stakeholders.
