Agency Mission
MTA Construction & Development (C&D) is responsible for the planning, development, and execution of all capital construction projects across the MTA region. Through centralized oversight and management of the MTA's $64 billion Capital Program, C&D ensures the efficient delivery of critical infrastructure projects that support the region's vast transportation network. As part of the Metropolitan Transportation Authority, the largest transportation network in North America, C&D plays a key role in modernizing and expanding services that support 15.3 million residents across New York City, Long Island, southeastern New York State, and Connecticut. Job S ummary
The Senior Vice President, Project Controls is the senior executive responsible for establishing the strategic direction, governance, and oversight for all Program Controls functions within MTA Construction & Development. This includes enterprise-wide oversight of Cost Estimating, Scheduling, Risk Management, Cost Management, Project Controls, and related governance frameworks that support successful delivery of the MTA's capital program. The SVP ensures that the Development Program Controls Business Unit functions consistently deliver accurate, data driven and high quality program and projects that support executive decision making. Responsibilities Provides executive leadership and strategic direction for all Program Controls functions, including estimating, scheduling, risk management, cost management, and project controls, to ensure consistent application of standards, procedures, and governance across the MTA Capital Program.
Leads the development, implementation, and continuous improvement of program controls policies, standards, procedures, benchmarks, and reporting tools, ensuring alignment with industry best practices and agency-wide capital program requirements.
Directs the program-level review of major project estimates and schedules, including for Integrated Projects, CBTC, and other major projects, ensuring they reflect full project scope, accurate assumptions, appropriate contingency, and compliance with governance expectations.
Provides program level oversight of construction, consultant, Engineering Force Account (EFA), GEC/PMC estimates, and Change orders ensuring independent review and concurrence.
Provides executive leadership in the evaluation and analysis of various bids, supporting negotiations, validating contractor pricing, and ensuring that bid evaluations are consistent with the agency's cost expectations and procurement policies.
Directs the development of conceptual and early-stage estimates for capital projects, ensuring accurate cost inputs that shape project initiation, prioritization, and funding strategies.
Serves as the Department's lead subject matter charged with advising other MTA C&D departments, project teams, regarding estimates, schedule, risks, on methodology, best practices, and standards compliance.
Manages, mentors, and develops senior leaders within Program Controls to build a high performing organization with strong technical expertise.
Collaborates with internal and external partners, including MTA Operating Agencies, C&D departments like Delivery, Planning and Contracts, and other stakeholders to ensure transparency, accuracy, and accountability in all program level controls decisions and products.
Advises executive leaders on agency policy decisions related to controls practices and procedures to ensure the estimates comply with the overall construction contract requirements and are consistent with MTA guidelines.
Assist in program-level cost control initiatives and process improvements.
Lead benchmarking studies, cost containment strategies, tracking market conditions.
Education and Experience
Bachelor's degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.
Master's preferred.
Must have a minimum of twenty ( 20 ) years of related experience.
Must have at least twelve (1 2 ) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization.
Licensed Professional Engineer or Registered Architect desirable.
PMI-SP, EVP, CCP, or CPE Certifications are desirable.
Significant experience in project management for major construction projects or projects with highly complex systems preferred.
Substantial experience leading and managing contractors, subcontractors, or vendors.
Excellent communication and interpersonal skills.
Demonstrated ability to build relationships and work collaboratively with stakeholders at all organizational levels.
Demonstrated ability to work in a high-profile, high-pressure environment effectively.
Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
Must possess excellent team - building, listening, problem-solving, and prioritization skills.
