Examples of Duties Job Purpose Under general supervision, leads and performs manual and semi-skilled work in the maintenance of recreation and park grounds and facilities, school recreation centers, and other County-owned facilities. Essential Job Duties Performs production agriculture and row-crop farming using equipment such as tractors, sprayers, planters, and harvesters. Prepares and applies pesticides. Controls noxious weeds and non-native invasive plants using proper, acceptable techniques. Makes minor repairs and adjustments to the equipment and water systems. Performs various skills in basic carpentry, painting, plumbing, electrical, welding, and other maintenance work on grounds and facilities. Performs all operations required for the upkeep and repair of turf, trees, and shrubbery. Operates tractors and attachments, mowers, saws, and similar equipment. Drives commercial weight vehicles to transport personnel, equipment, or tools to work sites. Keeps records of time and materials and prepares routine written reports. Examples of Other Duties Performs custodial tasks, including cleaning restrooms and emptying trash. Inspects the work of contractors performing mowing, landscaping, tree removal, and other work at the Agricultural Center and Farm Park, for compliance with standards and to verify completion of work. Performs other related duties as required. Qualifications Experience and Education Three years' experience in grounds maintenance, lawn care, farming, greenhouse, or nursery work. (Education in horticulture, agriculture, or forestry may be substituted on a year-for-year basis for the required experience.) Preferred Qualifications Experience in agriculture production and row crop farming using equipment such as farm tractors, sprayers, planters, and harvesters. Pesticide Applicator License or experience in preparation and application of pesticides. Familiarity with noxious weeds and non-native invasive plants, and experience with the control techniques. Age Requirement: Non-Maryland residents must be at least 21 years of age at the time of appointment. Knowledge, Skills, and Abilities (Entry Level) Knowledge of the care and planting of grass, shrubs, and other types of landscaping vegetation. Skill in operating machines, tools, and equipment used in the care and planting of grass, shrubs, and other plants. Skill in operating tools and equipment used to construct and repair recreation and park buildings, equipment, and structures. Skill in the operation of commercial weight vehicles. Ability to lead and instruct others. Ability to select appropriate tools and equipment necessary to perform specific tasks. Ability to perform routine maintenance on equipment. Ability to understand rules and regulations concerning park maintenance. Ability to follow instructions. Ability to communicate effectively, orally and in writing. Knowledge, Skills, and Abilities (Full Performance) Knowledge of rules and regulations concerning park maintenance. Knowledge of County and departmental standards, policies, and procedures governing the performance of duties. Skill in leading and instructing others in order to complete assigned tasks. Skill in selecting appropriate tools and equipment necessary to perform specific tasks. Skill in performing routine maintenance on equipment. Skill in following instructions. Skill in communicating effectively orally and in writing. Licenses and Certificates Possession of a valid driver's license equivalent to a Commercial, Class A Maryland driver's license is required at the time of application. Possession of a current Medical Examiner's Certificate in accordance with Federal Motor Carrier Safety Regulations is required at the time of application. All licenses and certificates must be maintained throughout employment. Conditions of Employment Age Requirement: Non-Maryland residents must be at least 21 years of age at the time of appointment. Employees in this classification are designated as Emergency/Essential and may be required to work overtime with little or no notice. Physical and Environmental Conditions The work of this classification entails the performance of heavy physical labor including bending, stooping, climbing ladders, lifting and carrying heavy objects, and the operation of vehicles, machinery, tools, and equipment. Some work requires exposure to potentially hazardous conditions such as adverse weather and electricity. Medical Examination and Employment Background Investigation Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks. Health Insurance Health Insurance benefits elected become effective the first day of the month following the date of hire if the employee has completed online enrollment prior to that date.
