About this agency Responsibilities The Senior Level (SL) system is for positions classified above GS-15 that do not meet the criteria for the Senior Executive Service (SES), nor do they involve the fundamental research and development responsibilities that are characteristic of the Scientific or Professional (ST) system. Duties include, but are not limited to: Serves as the backup for the Bank's principal executive leader for advancing EXIM's statutory small business mandate and ensuring small business exporters are fully integrated into the Bank's core financing, insurance, and policy framework. Develops and executes EXIM's enterprise small business strategy, ensuring programmatic priorities with national trade policy objectives, statutory requirements, and the Bank's broader mission. Serves as the Bank's Deputy Senior Advisor to the Chairman, Board, and executive leadership on small business policy, performance, and emerging market or exporter trends, providing expert analysis and strategic guidance to inform executive-level governance and decision processes. Acts as the senior internal advocate ensuring small business considerations are fully embedded across underwriting, credit policy, product development, claims, and transformation initiatives. Provides executive oversight of EXIM's small business programs, including outreach, education, customer service, and regional engagement models. Oversees regional and local outreach offices and ensures consistent, high-quality delivery of services nationwide. Drives enterprise-level continuous improvement by establishing rigorous performance metrics, integrating customer insights, and applying data-driven evaluation methodologies to strengthen program effectiveness, enhance service delivery, and inform strategic decision-making. Leads EXIM's national small business outreach and education strategy, including targeted initiatives for women-owned, minority-owned, and underserved businesses. Builds and sustains strategic partnerships with financial institutions, brokers, trade associations, state and local governments, and multiplier networks. Serves as the senior spokesperson and principal authority on small business issues, representing the Chairman and the agency before Congress, interagency bodies, industry organizations, and national stakeholders. Provides authoritative explanations of EXIM's small business programs, policies, and strategic priorities, ensuring consistent and accurate communication of agency positions. Delivers high-level testimony, briefings, and public statements, and ensures EXIM's perspectives are effectively articulated and advanced in national-level forums. Identifies gaps, barriers, and opportunities affecting small business exporters and provides actionable strategic recommendations for new or enhanced products, services, and operational processes. Champions innovation and modernization initiatives to improve access, reduce friction, and expand small business utilization of EXIM programs. Anticipates emerging economic, technological, and policy trends impacting small business exporters and adapts strategies to ensure continued relevance, competitiveness, and mission alignment. Co-chairs the Bank's Small Business Committee and serves on the Claims Committee, contributing to enterprise governance, policy coordination, and risk oversight. Establishes and monitors performance metrics to assess program effectiveness, customer satisfaction, and statutory compliance. Ensures accountability for results, program integrity, and responsible stewardship of resources across all small business programs and initiatives. Requirements Conditions of Employment Qualifications QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) Note: Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of a SES CDP, who meet the professional/technical qualifications requirements will be considered for this position on a noncompetitive basis. Applicants for noncompetitive consideration are NOT REQUIRED to submit a supplemental statement addressing their ECQs. However, they must submit a Standard Form 50, Notification of Personnel Action, to establish proof of eligibility for noncompetitive appointment and submit their most recent performance appraisal, resume, address the professional/technical qualifications and complete the online questionnaire. Applicants must submit a 2 page resume describing accomplishments that would satisfy the ECQs. Your resume must address each ECQ separately. You are required to respond to all ECQs. The ECQs describe the leadership skills needed to succeed in Senior Level (SL) positions and are in addition to the Mandatory Technical Qualifications listed below: ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding: This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2 - Driving Efficiency: This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3 - Merit and Competence: This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4 - Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5 - Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. MANDATORY TECHNICAL QUALIFICATIONS: As a requirement for SL positions, applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to two pages per technical qualification. Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant. MTQ 1 - Expert-level knowledge and demonstrated leadership skill in designing and managing large-scale, enterprise-wide programs that advance national small business objectives, with a proven track record of increasing utilization, expanding access to capital, and delivering measurable results aligned with organizational goals. MTQ 2 - Senior level experience and expertise in developing and implementing strategies and plans for improving administrative and management operations, enabling the effective delivery of an organization's mission while adhering to the laws and regulations governing administrative programs, internal operations, and services. (Budget, administrative planning, and human resources). MTQ 3 - Expert knowledge of U.S. export finance tools, including short-term loan guarantees, working capital programs, medium-term loans and export credit insurance designed to expand the global reach of U.S. businesses. Extensive knowledge of federal laws, regulations, and policies governing export finance, with proven ability to ensure compliance, manage risk, shape policy, and advance U.S. export growth. MTQ 4 - Expert skill and ability to communicate with senior officials verbally and written to build relationships across the organization, break down silos to convince audiences of all levels, including outside agencies and private sector representatives with divergent and conflicting views on issues involved. Skill and experience in representing an organization in high-level meetings.
