The State Water Resources Control Board’s Division of Information Technology is seeking an Information Technology Specialist II (ITS II) to work in the Data Management Unit.

Under the direction of the Information Technology Manager I (ITM I) of the Business Operations Support Branch in the Division of Information Technology (DIT) and consistent with good customer service practice and the goals of the State and Regional Board’s Strategic Plan, the incumbent provides expert-level data architecture strategic leadership and development functions in support of the agency’s diverse enterprise data needs, including on-prem and in the cloud architecture using MS SQL Server, Snowflake, and transforming tools such as but not limited to FiveTran and Data Bricks. The ITS II will have an advanced understanding of data modeling to establish an enterprise data architecture that streamlines data collection and reporting.
The ITS II works independently on the enterprise and departmental databases and applications, maintains the Microsoft SQL Server Database, and is responsible for planning, directing, coordinating, implementing, and monitoring system functions. The ITS II will be responsible for the SQL Server database software used in shared VMware and cloud-based virtual environments. This position requires the ITS III to communicate effectively and professionally (verbally and in writing) with team members and customers.
The incumbent will provide services from IT domains, including Software Engineering, System Engineering, Information Security Engineering, Information Technology Project Management, and Business Technology Management.

Working Conditions
Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position .
In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required.
Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Possess advanced knowledge and experience supporting all aspects of SQL Server database systems, data warehouses, Snowflake, and application server system administration.
• Possess advanced knowledge of systems integration, logical and physical database design, data table generation, data modeling, database schema administration, data migration best practices, performance tuning, data conversion, migration, integration, security practices and procedures.
• Experience in serving as a subject matter expert on operational service activities for system administration of database environments, including monitoring, optimizing, tuning, and troubleshooting complex technical SQL Server database and systems problems.
• Possess knowledge and experience supporting application servers using Red Hat Linux (VMWare hardware) administration tools.
• Knowledge of and experience designing and developing complex Extract-Transform-Load (ETL) and Extract-Load-Transform (ETL) processes.
• Possess knowledge of and experience with large relational and NoSQL database management systems, including Snowflake, Oracle, MySQL, Microsoft SQL Server, PostgreSQL, MS Access, MongoDB or equivalent, Rubrik, Transact-SQL, PL/SQL, SSIS, SSRS, JSON, XML, jQuery, Power BI, and data modeling tools.
• Knowledge of cloud-based technical architectures and web solutions development in a virtual and cloud-based environment.
• Knowledge of and experience with database application server software configuration, maintenance, and troubleshooting, including Windows, IIS, Red Hat Linux (RHL), Apache, AWS, and Azure cloud architectures or equivalent.
• Ability to communicate effectively and professionally (verbal and in writing) with team members and customers and provide timely responses to internal/external customers.
• Prepare and make presentations to diverse customers and stakeholder audiences.
• Possess strong knowledge of PowerShell and Linux shell scripting.
