Operational Analyst

MTSI is seeking an Operational Analyst to support a joint development program at The Naval Information Warfare Center Pacific (NIWC Pacific). The selected candidate will be an experienced operational leader with a strong background in command and control, data links, multidomain operations, and fires to support a key joint development program. The candidate will have a background in emerging joint force modernization efforts and will focus heavily on mission applications and datacentric security across the application stack.
This role requires a highly technical operator who can translate mission needs, operational workflows, and user requirements into clear technical guidance for engineering and development teams. The ideal candidate brings credible operational experience relevant to military operations and a deep understanding of joint C2 systems, data link architectures, fires processes, and modern mission applications.

Responsibilities

• Engage the Operational Manager and Operational Users to capture and record operational requirements
• Advise on military operations, operational requirements, capability employment, and advanced warfighting technologies
• Translate operational requirements into technical requirements to inform the design of mission applications
• Engage with the Mission Capabilities Division and selected vendors to pair technical capabilities to technical requirements
• Identify capability gaps based on current vendor capabilities to inform future solicitation requirements
• Develop a phased implementation plan to deliver operational services based on paired vendor capabilities to operational requirements
• Support vendor design of operational capabilities within the selected vendor capabilities
• Engage DoD stakeholders to identify opportunities for collaboration and alignment of collective efforts
• Serve as a technical and operational advisor in one or more key warfare areas or domains
• Integrate technical, operational, and programmatic aspects across various elements to achieve program objectives

Required Experience

• 15+ years of experience relevant to military operations
• Operational background in command and control, battle management, or multidomain mission execution
• Ability to translate operational concepts into clear, actionable guidance for technical and engineering teams
• Experience leading and managing teams to solve complex technical, management, and administrative problems
• Willingness to accept evolving roles and responsibilities in support of operational users' requirements and needs
• Experience with CJADC2, ABMS, or advanced joint C2 and firesrelated modernization
• Strong understanding of C2 systems, data links, interoperability, and joint operational processes
• Experience working with or supporting mission applications or datacentric platforms (e.g., Maven Smart System, TAK, Palantir, or similar)
• Strong communication skills and experience collaborating with diverse stakeholders across operations, engineering, and acquisition communities

Required Education

• Bachelor of Science degree required (related technical discipline preferred)
• Master's degree preferred

• TS/SCI

The pay range for this position in is $150,000/year to $190,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors.
