About the Position Agency Office of State Human Resources Division Temporary Solutions Job Classification Title: Environmental Specialist I (S) Position Number: NC12 Grade: NC12. This temporary position is located at 127 Cardinal Drive, Wilmington, New Hanover County, with the Department of Environmental Quality. The position involves evaluating environmental permits, conducting file reviews, preparing compliance correspondence, facilitating public records access, and communicating requirements to developers, consultants, landowners, contractors, and the public. Responsibilities Evaluate permits for compliance by conducting file reviews, including confirmation of ownership and ensuring required certifications and recorded documents have been submitted. Prepare compliance-related correspondence and reports to advise current permit holders and/or property owners of permit requirements and responsibilities. Communicate with developers, consultants, landowners, contractors, and the public regarding permit results and required actions. Facilitate access to public records. Qualifications Bachelor’s degree in agricultural, biological, engineering, environmental, or natural resource sciences or a closely related curriculum from an appropriately accredited institution, or an equivalent combination of education and experience. Minimum education and experience requirements as described in the vacancy announcement; equivalency may be considered. Knowledge of environmental areas of expertise and State and Federal rules and regulations. Ability to conduct tests, procedures, and experiments; understand equipment of moderate complexity; modify testing techniques to meet program objectives. Strong analytical, statistical, and report‑writing skills. Ability to manage multiple projects, supervise lower-level staff, and convey information effectively. Benefits and Other Information This is a temporary position with no leave or retirement benefits. Temporary employees who work an annual average of 30 or more hours per week may be eligible for health insurance coverage under the High Deductible Health Plan (HDHP). The position pays $26.00 hourly, based on education and/or years of relevant work experience.
