Agency Office of State Human Resources Division Temporary Solutions Job Classification Title Environmental Specialist I (S) Grade NC12 Description Of Work This is a temporary position and there are no leave or retirement benefits offered with this position. Note: Permanent and time‑limited NC State Government employees must separate from their permanent or time‑limited position in order to work in a temporary position. All temporary employees are limited to one NC State Government temporary assignment at a time. Individuals hired into a temporary State job must be fully qualified for the job. This temporary position is located at 127 Cardinal Drive, Wilmington - New Hanover County, with the Department of Environmental Quality. Job Order Hourly Rate of Pay: $26.00 (Based on education and/or years of relevant work experience reflected on the application). Effective July 1, 2025, candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification. The Knowledge, Skills, and Abilities listed within this vacancy announcement will be used only as management preferences and will be used to screen for the most qualified pool of applicants. This position will evaluate permits for compliance by conducting file reviews to include but not limited to confirming ownership and ensuring the required certifications and recorded documents have been submitted (deed restrictions, plats, easements, operation and maintenance agreements). Compliance related correspondence and reports will be prepared to advise the current permit holders and/or current property owners of the permit requirements and their responsibilities. Routine communication with developers, consultants, landowners, contractors and the public about these results and the requirements of the permit conditions is expected to explain the permits and any required actions. This position will also facilitate providing access to public records. Management Preferences Must have skill and knowledge in the environmental areas of expertise as well as with State and Federal rules and regulations. Must perform tests, procedures and experiments and have good working knowledge of equipment of moderate complexity; must be able to modify testing techniques and procedures to meet program objectives, perform statistical analysis, interpret results, and prepare reports. Must coordinate moderately complex environmental programs, manage resources, monitor environmental activity, assess risks, and perform quality control; must be able to manage multiple projects and be able to supervise the work of lower-level environmental staff. Must effectively convey information to individuals or groups, present program summaries, contribute to the writing of publications and reports, and make professional presentations. Considerable knowledge of the scientific principles related to the area of assignment, ecological processes and environmental factors, research process and data gathering techniques and procedures. Ability to analyze, manipulate and evaluate information/data, including the use of software. Ability to formulate or assist in the development of management alternatives and recommendations. Ability to organize and direct moderately complex research or field studies. Ability to communicate with the general public and clients of the Division. Ability to prepare written reports; and ability to work with considerable independence. Minimum Education And Experience Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution; or an equivalent combination of education and experience.
