About us: In 2016, the Commonwealth of Virginia selected a Cintra-led consortium to finance, design, build, operate and maintain the express lanes on Interstate 66 Outside the Beltway. The project will transform this critical Northern Virginia artery to relieve congestion, improve safety and provide more predictable travel times. The project will also connect several shared use paths to create more multimodal options. About the Role:
The Maintenance Manager provides operational leadership for I-66 EMP’s roadway maintenance, incident response, fleet and equipment maintenance, training, contractor coordination, asset preservation, winter operations, safety compliance, budgeting, and reporting activities. This position ensures personnel, equipment, schedules, and response activities are aligned to support safe, reliable, and well-coordinated roadway operations.
Key Responsibilities:
Roadway Maintenance & Asset Management: Manage daily roadway maintenance activities to meet quality requirements, preserve project assets, and support safe, reliable operations.
Develop, implement, and monitor annual, mid-term, and long-term maintenance plans for roadway assets, structures, drainage, pavement, roadside elements, traffic control devices, and related infrastructure.
Monitor inspection results, work order trends, maintenance needs, and asset condition data; adjust priorities, processes, and plans as needed.
Manage maintenance activity, project assets, and inventory tracking through applicable maintenance management systems and software.
Oversee roadway supervisors, maintenance supervisors, maintenance technicians, equipment resources, work assignments, schedules, work orders, and field maintenance activities.
Incident Response & Traffic Operations: Coordinate roadway operations and incident response activities to ensure timely response, worker safety, motorist safety, and effective communication.
Support efficient communication, deployment, and response procedures during roadway operations, incidents, and emergency response activities.
Maintain effective working relationships with outside emergency response agencies and recommend improvements to emergency response processes when needed.
Oversee incident response operations, emergency response technicians, lead incident response personnel, roadside assistance, traffic control support, debris removal, incident documentation, and on-call response readiness.
Leadership & Staff Development: Supervise four direct reports and provide department-level leadership for roadway maintenance, incident response, fleet and equipment maintenance, training, and seasonal snow operations, including supervisors, leads, technicians, the Roadway Trainer, the Fleet Mechanic, and part-time Snow Plow Operators.
Ensure all assigned functions and personnel are properly staffed, scheduled, trained, equipped, and coordinated to support daily operations, emergency response, maintenance performance, winter operations, and contract compliance.
Develop staff, monitor work quality, encourage innovation and efficiency improvements, and ensure personnel have the training, qualifications, and tools needed to perform their duties safely and effectively.
Make recommendations to the Director of Roadway & Field Systems Maintenance regarding staffing levels, training needs, equipment investments, disciplinary actions, and other personnel matters.
Fleet & Equipment Maintenance Oversight: Supervise fleet and equipment maintenance activities, including preventive maintenance, repair coordination, inspection readiness, equipment availability, repair documentation, and support for snow, roadway maintenance, and incident response operations.
Training Program Oversight: Provide direct supervision and guidance to the Roadway Trainer and ensure the roadway training program supports technician development, operational readiness, safe work practices, standardized procedures, and compliance with applicable VDOT, OSHA, and company requirements.
Oversee the development, delivery, documentation, and evaluation of roadway maintenance, incident response, equipment operation, work zone safety, seasonal preparedness, and field-based training activities.
Budget, Procurement & Contractor Management: Develop, manage, and submit the annual Roadway Maintenance Department budget for approval and monitor expenditures within approved limits.
Manage outsourced O&M contractors, coordinate contractor work, monitor performance, and support compliance with company requirements, contract requirements, and applicable standards.
Prepare equipment specifications and initiate equipment purchases in accordance with company procurement policies.
Safety, Environmental & Quality Compliance: Develop, maintain, and update O&M safety plans, emergency procedures, departmental policies, and standard operating procedures in coordination with the appropriate company leaders.
Implement and track compliance with policies and standards developed by the Director of Roadway & Field Systems Maintenance, COO, Operations Manager, Quality Manager, Safety Manager, and applicable local, state, and federal entities.
Conduct or support audits, inspections, safety reviews, and training verification to promote compliance with company policies, OSHA standards, environmental requirements, and quality assurance expectations.
Coordinate third-party accident claim documentation to support timely recovery of damaged assets.
Reporting & Planning: Prepare accurate, relevant, and timely monthly, quarterly, annual, and O&M-related reports in accordance with company procedures.
Coordinate the collection and submittal of roadway maintenance data to track expenses, work performed, asset condition, and opportunities for improvement.
Winter Operations: Prepare, implement, supervise, and manage the Winter Maintenance Plan and related snow and ice response operations.
Perform other job-related duties and responsibilities as necessary.

Education & Experience:
High school diploma or equivalent required; some college coursework, an associate’s degree, or related technical training is preferred.
7–10+ years of experience in highway operations and maintenance, including major maintenance, routine maintenance, planning, winter maintenance, incident response coordination, and organizational leadership.
Experience in heavy civil construction, roadway infrastructure, transportation maintenance, or similar field operations strongly preferred.
Knowledge of heavy civil work activities such as pavement repair or resurfacing, drainage, structures, guardrail and barrier systems, earthwork, maintenance of traffic, utility coordination, construction staging, and contractor oversight preferred.
Specific knowledge of best practices, methods, materials, and equipment used in roadway maintenance, including experience preparing equipment specifications or supporting equipment procurement.
Familiarity with traffic control requirements set forth in the Virginia Work Area Protection Manual and the Manual on Uniform Traffic Control Devices.
Must possess a Class “B” Commercial Driver’s License (CDL) with air brake endorsement or have the ability to obtain it within a timeframe established by the company. Class “A” CDL with air brake endorsement preferred.
First Aid and CPR training, or the ability to obtain such training within 30 days of employment. Training provided by I-66 EMP.
OSHA 10-Hour Construction Outreach training with emphasis on Hazard Communication, or the ability to obtain such training within 30 days of employment. Training provided by I-66 EMP.
Effectively manage tasks, team members, resources, and strict deadlines with independence and sound judgment.
Interact with external parties, executives, agencies, contractors, emergency responders, and stakeholders with confidence and clarity as a representative of the organization.
Work collaboratively across departments and maintain productive relationships with colleagues in a team environment.
Demonstrate strong written and verbal communication skills, including the ability to prepare clear reports, procedures, and operational updates.
Multitask, solve problems, make practical decisions, and implement process improvements in a fast-paced roadway operations environment.
Ability to oversee training programs, support employee development, review training documentation, and ensure training priorities align with operational and safety needs.
Computer proficiency in Microsoft Office (Microsoft Excel, Outlook, Word, and PowerPoint) and other PC-based software.

Compensation: $94,000 – $120,000 per year
The salary range above represents the full pay band for this position. Actual compensation offered will be determined based on a candidate's relevant experience, skills, certifications, and qualifications at the time of hire, and may fall at any point within this range. In limited circumstances, compensation above the posted range may be considered for an exceptionally qualified candidate.
