Compliance Officer- Fintech Services

Compensation and Benefits At Midland States Bank, base salary is a component of our Total Rewards program. Salary Range: $107,000–$160,000. Additional compensation is offered in the form of short‑term incentives (bonus and/or commission) and may include long‑term incentives (stock awards). Position Summary Lead the compliance efforts of third‑party programs—including Banking‑as‑a‑Service (BaaS) and fintech relationships—throughout the life cycle of those programs. Report to the Fintech Services Manager and advise senior management on regulatory compliance and risk mitigation. Primary Accountabilities Manage a team of professionals in a customer‑centric culture to excel in a fast‑paced environment. Coach, develop, and conduct performance management activities with direct and indirect reports. Identify high‑potential employees for advanced training and development opportunities. Effectively manage poor performers. Evaluate and monitor third‑party vendor performance to ensure compliance with regulatory requirements, contractual obligations, and industry standards. Evaluate contracts with vendors, emphasizing compliance aspects and risk management. Lead Fintech Partnership Oversight, providing compliance expertise and guidance on bank‑wide projects to include BaaS and new product offerings. Identify and analyze risks associated with new and existing fintech solutions, third‑party products, product channels, and significant changes. Ensure that project teams, fintech leads, and BaaS partners develop and apply policies and procedures that meet standards of integrity, federal, state, and local legislation and regulations. Maintain policy and standards for consumer and commercial compliance across all fintech partnerships. Serve as the subject‑matter expert on compliance issues related to third‑party relationships. Advise senior management on potential risks and mitigation strategies. Collaborate with other departments to direct compliance issues to appropriate channels for investigation and resolution. Collaborate with other departments to develop and implement policies and procedures ensuring compliance with federal and state laws and regulations. Assist with CRA and Fair Lending data collection and analysis to align third‑party efforts with bank‑wide goals. Gather trends and analyze complaint data and event escalations from third parties, ensuring appropriate corrective actions. Prepare internal risk assessments of individual third‑party relationships and the overall BaaS program. Prepare and present comprehensive reports to senior management on operations, progress, and effectiveness of third‑party compliance programs. Ensure meticulous documentation of all third‑party transactions and compliance measures for audit purposes. Build and maintain strong relationships with key stakeholders within the bank and third‑party partners. Travel occasionally for training and team meetings, and willingness to travel periodically to locations within the market as needed. Qualifications Bachelor’s degree in finance, risk management, business administration, or a related field (preferred). 8+ years of demonstrated experience in banking compliance. Minimum of 3 years of experience leading teams with successful coaching and motivation. Proven ability to collaborate effectively and execute tasks within designated areas of responsibility. Comprehensive understanding of federal and state banking regulations. Compliance professional certifications required: CRCM (Certified Regulatory Compliance Manager) or equivalent. Banking as a Service and fintech experience is preferred but not required. Requires up to 10% travel to various locations and company branches. Must manage multiple priorities and meet project due dates. Excellent oral, written, and interpersonal communication skills with the ability to instruct others, interpret documents, and write reports. Excellent organizational and time‑management skills. Ability to solve complex problems involving multiple facets and variables in non‑standardized situations.
