Assistant Lab Manager

Below are those tasks, duties, and responsibilities that comprise the means of accomplishing the position’s purpose and objectives. These are critical or fundamental to the performance of the position. They are the major functions for which the person in the position is held accountable. Following are the essential functions of the position, along with the corresponding performance standards. Assists in responsibility for the daily operational needs of the department and provides ongoing support to the laboratory manager and technical staff to ensure that effective, efficient, and quality services are consistently provided. Assists in revision of laboratory policies, procedure manuals, and job descriptions as approved by the Laboratory Director. Assists in implementation of methods to ensure systems are in place for accurate verification of laboratory test results. Ensures documentation of critical tests and results. Assists in implementation of methods for maintenance, troubleshooting, and repair of all laboratory equipment. Ensures documentation is timely and complete. Assists in implementation of quality control program to ensure accurate results. Ensures documentation is timely and complete. Maintains proficiency test program and forwards problems to laboratory manager or Laboratory Director as required. Assists in implementation of system to ensure laboratory charges are correct. Reviews daily charges and make changes as required. Assists in implementation of system and monitors to ensure patient reports are generated and distributed timely and accurately. Ensures specimen collection and testing procedures are performed in strict compliance with infection control policies and procedures. Ensures communication between shifts is timely and complete to ensure no interruption in work-flow. Effectively serves as a resource person for staff and managers throughout the hospital. Acts as a liaison between staff and physicians. Ensures laboratory areas are clean, neat and sanitary and wastes are disposed of in accordance with infections control policies and procedures. Assists in implementation of system for record storage and retrieval that meets all regulatory guidelines. Responsible for day-to-day operation of Laboratory Information System and related tasks. Responsible for consistent compliance of all staff with policies and procedures, laboratory and hospital-wide. Ensures schedule is posted one week in advance. Ensures staffing needs are adequate for workload and meeting regulatory guidelines. Manages human resources to ensure quality services and promotes positive employee relationships as evidenced by: Consistently and fairly implements HR policies. Follows progressive disciplinary action process, or oversees subordinates in doing so, in order to maintain productivity and performance standards. Provides supporting investigatory documentation to validate final outcomes. Collaborates with HR on the recruitment and selection of qualified employment candidates, following all policies, guidelines, and applicable laws. Develops performance goals/objectives with each staff member to promote maximum productivity, proficiency, and professional growth, as evidenced by written goals on performance appraisals. Effectively communicates departmental, organizational, and industrial information to staff. Employee performance appraisals are completed thoroughly and submitted on time Maintains effective and appropriate staffing by monitoring employee turnover, overtime and absenteeism. Is recognized as a positive role model. Accurately identifies real/potential problems affecting service and implements solutions with follow-through and communication as evidenced by: Responds to reported problems/complaints based on urgency. Fully documents complaints, investigative findings, and follow-up (i.e. letters, reports) If corrective action is identified, a plan is implemented within the time-frame specified and evaluated for effectiveness. Identifies potential for problems within existing systems by direct observation or analysis of date. Assists in identification of opportunities for improvement relating to the delivery of laboratory services. Works collaboratively with the technical staff, supervisors, Laboratory Manager, Laboratory Director and managers across department lines to implement solutions and take steps to improve departmental performance. Assists in development, implementation, and monitoring of an effective and comprehensive performance improvement process for the laboratory that is integrated into the hospital-wide quality program. Prepares reports in a timely manner for Laboratory Manager, Laboratory Director or hospital committees as required. Assists in reporting and investigation of occurrences when they occur. Takes action when appropriate. Assists in ensuring laboratory compliance with all state and federal guidelines, CAP, TJC, and AABB.

Assists in identifying opportunities relating to providing cost-effective laboratory services and collaborates with the Laboratory Manager and Laboratory Director when applicable. Assists in the development and compliance with annual laboratory budget. Assists in the implementation of methods for inventory control that minimizes wastes and emergency orders. Develops, implements, and evaluates an ongoing service programs that ensure quality programs consistent with the hospital mission as evidenced by: Performs/participates in assessment of programs. Based on assessment, develops program proposals. Implements programs within defined parameters. Establishes systems to measure effectiveness of the new programs. Evaluates ongoing programs as prescribed in the current systems. Monitors compliance with regulatory, accrediting, and organizational policies for services and environmental and personnel safety as evidenced by: Establishes systems to evaluate compliance with regulatory agencies, hospital policy and procedure and environmental safety. Monitors compliance with certifications/mandatory educational program attendance by QI, reports, meetings, minutes and observation. Is responsible for the operational excellence and ensures that department(s) deliver quality services as evidenced by: Manages all activities so that quality services are provided in an efficient and effective manner. Services provided meet all applicable regulatory requirements. Maintains an effective quality improvement program, as evidenced by reports. Quality improvement programs meet TJC and other regulatory agency requirements, as evidenced by review. score: N/A Is responsible for the fiscal management of department(s) and ensures the proper utilization of the organization's financial resources as evidenced by: Budget is accurate, complete and submitted by due date. Monitors budget expenditures as reflected in accurate analysis. Develops, prioritizes and defends a capital equipment budget. Effectively utilizes resources within an established budget and notifies vice president of all variances anticipated, or accrued to maintain department services. Recommends ways to reduce expenditures and enhance revenues without compromising quality of services. Implements methods for inventory control that minimizes waste and emergency orders. Works closely with billing department to ensure accuracy if applies to department. Seeks new program strategies and enhancements that will expand or improve services as evidenced by: Explores required resources and reviews impact. Initiates program proposals and submits for consideration. Actively leads service, departmental and organizational-wide committees.
