The Community Development Department is comprised of six divisions: Customer Service One Stop Shop, Planning, Engineering, Building Safety, Aquifer Protection, and Code Compliance. The objective for the Community Development Department's is to guide the development of the County through effective measures of planning, design review, construction plan approval, code compliance, and environmental health to preserve and enhance the quality of life for the residents of Pinal County.
Job Summary
Under limited supervision, manage the human and financial capital and coordinate the work of a Branch or Section(s) within the Development Services Department (DSD). Ensure effective customer and stakeholder engagement to meet County and Department strategic goals and enhance community relations.
Typical Classification Essential Duties
- Serve as an external and internal Customer Service Ombudsman.
- Establish and maintain relationships among customers, stakeholders, department staff and serve as the DSD Liaison for the department, County Manager's Office and Board of Supervisors.
- Lead, coordinate, communicate, facilitate and implement problem prevention and resolution strategies across all sections and divisions throughout the DSD and partner entities.
- Plan, schedule, assign resources and coordinate the work of one or more DSD workgroups in alignment with County and DSD goals.
- Provide input for the financial and resource planning of the County's Capital Improvement Program.
- Participate in the development of departmental policies and procedures.
- Manage and provide reporting on DSD programs, as assigned.
- Respond to public complaints in areas of assigned responsibility.
- Recommend the selection of division personnel and supervise, evaluate, and provide training for division staff.
- Prepare the division budget and participate in the development of the departmental budget.
- Assist in the identification of capital maintenance expenditures, capital planning, asset management and capital budgeting development.
- Participate in major studies with local governments.
- Coordinate planning and work efforts with other County departments or agencies.
- Maintain records and prepare and review correspondence, reports, and studies.
- Promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.
- Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
- Perform other related duties as required.
Position Specific Duties: Public Works
- Assist and coordinate with Public Works capital management through budget development, capital planning and technical review.
- Serve as a Public Works liaison for the public to receive dispute information; develop a range of reasonable options and engage in customer service intervention.
- Mediate and provide problem resolution for construction, flood control, transportation planning, and traffic control projects to assist with project timelines, budgets, State and Federal regulations, County policies and codes, environmental and water quality laws, and roadway regulations.
- Respond to public complaints related to the development and implementation of comprehensive, integrated capital improvement plans that support County goals and priorities.
- Assist with the alignment of departmental capital programs with the County's Transportation and Maintenance Program and resolve issues as necessary.
- Identify issues and monitor the resolution related to Public Works large-scale Capital Improvement Projects, as well as minor projects to ensure an acceptable outcome for all parties.
- Participate in the preparation of solicitation of bids and contracts for work performed by consultants and contractors and award of such contracts; develop and monitor project timelines and budgets.
- Conduct presentations and act as a representative for the division, department, County management, boards and commissions and other stakeholders as appropriate.
- Collaborate with the PW Finance on program planning, budgeting and accounts payable.
- Provide technical assistance and advice/communication to Elected Officials, County management, departments, citizens and other stakeholders.
- Facilitate the collaboration of interdepartmental interaction with Planning and Building regarding land use (MLDs, TUP, etc.) and Community Development (site improvements).
Position Specific Duties: Community Development
- Assist with the process of obtaining commercial and residential development approvals and permits necessary for construction by acting as a problem-solving liaison between the County and State agencies and those affected by their rules and processes.
- Serve as a Community Development liaison for the public to receive dispute information; develop a range of reasonable options and engage in customer service intervention.
- Identify trends, issues and concerns about policies and procedures and provide recommendations for addressing them.
- Act as a source of information and referral while responding to customer questions and concerns while remaining an impartial member of the organization considering interests of all parties involved.
- Investigate complaints and attempt to resolve them through recommendations or mediation.
- Monitor the actions of the organization to make recommendations related to customer disputes and compliance issues.
- Participate in the development and implementation of goals, policies and priorities; interpreting and applying codes, rules, regulations, laws, statutes and policies related to the activities of the department, industry and public.
- Facilitate communication and coordination between the public, individuals, groups, businesses and various County, regional, and State agencies (e.g., ADOT, MAG, CAG, SHPO, SCMPO, ASLD, and local governments).
- Participate in the development of customer outreach programs.
- Guide or coach individuals to deal directly with other parties, including the use of formal resolution resources of the organization.
- Refer individuals to appropriate resolution resources.
- Identify new issues and opportunities for systemic change for the organization.
- Assist in surfacing issues to formal resolution channels.
- Facilitate informal resolution processes.
Minimum Requirements To Perform Work
- Bachelor's degree in Public or Business Administration, Planning, or related field.
- Six (6) years of experience in construction, engineering, planning or equivalent field, including three (3) years supervising activities in the area of specialization.

- An equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
- Specific technical training and certifications.
Knowledge, Skills, and Abilities
- Knowledge of Federal, State and local regulations and ordinances that govern County and PWD operations.
- Knowledge of the principles of design, construction, and management of public works projects and contracts.
- Knowledge of principles and practices of administrative management, including personnel rules, cost accounting, budgeting, procurement, contract management, and employee supervision.
- Knowledge of professional techniques and practices for efficient and cost effective management of resources.
- Skill in analyzing DSD issues, evaluating alternatives, and developing recommendations for solving problems.
- Ability to use initiative and independent judgment within established procedural guidelines.
- Ability to check designs, details, estimates, plans, and specifications of engineering documents.
- Ability to assess County needs and develop and promote effective solutions.
- Ability to assess and prioritize multiple tasks, projects, and demands and plan and coordinate the work of others.
The work is medium and requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 1O pounds of force constantly to move objects. The work also requires the ability to finger, reach, perform repetitive motion, lift, speak, hear, stand, walk, operate motor vehicles and/or heavy equipment, and demonstrate visual and mental acuity.
Work Environment:Work is performed in an environment with crisis situations that require making major decisions involving people, resources, and property.
