Initial Posting Date: 06/04/2026 Application Deadline: 06/21/2026 Agency: Land Conservation and Development Department Salary Range: $6,176 - $9,336 Position Type: Employee Position Title: Application Developer (ISS6) Job Description: Join the Oregon Department of Land Conservation and Development (DLCD) as an Application Developer (Information Systems Specialist 6) in the Data Management and Production Services (DMAPS) section. In this role, you will build and support modern applications, tools, and workflows that make DLCD’s land use and spatial data easier to access, understand, and apply. You’ll work across databases, GIS platforms, and web technologies to create intuitive user experiences while maintaining the reliability and security of the systems behind them. This position also plays a key role in DLCD’s data governance efforts by supporting metadata, data catalogs, documentation, and application modernization. Your work will help ensure that staff, partners, and the public can interact with DLCD’s data in ways that are accurate, efficient, and aligned with long‑term agency needs. As part of DLCD’s mission, in partnership with community members and local governments, we foster equitable, inclusive, sustainable, and vibrant communities, while protecting our natural resources legacy for current and future generations. A day in the life. As the new Application Developer you will: Develop modern web solutions using Python, HTML, CSS, JavaScript, and low/no‑code platforms (such as Microsoft 365 apps and ArcGIS Experience Builder) to support DLCD’s land use planning initiatives, ensuring accessibility and adherence to modern design standards. Support ArcGIS Enterprise, ArcGIS Online, and related spatial applications by assisting with configuration, maintenance, troubleshooting, and enhancements. Design and implement database changes in SQL Server or Postgres, including new tables, constraints, stored procedures, and schema updates, while planning for future scalability and performance. Apply version control best practices and produce clear, maintainable documentation to support collaboration and long‑term stewardship of agency codebases. Assist in migrating legacy .NET applications to modern frameworks, contributing to redesign, refactoring, and modernization planning. Collaborate closely with the Data Engineer to design, build, and optimize solutions that make agency data easy to access, integrate, analyze, and use. Contribute to data governance efforts by maintaining a data inventory, data catalogs, metadata, and dashboards that promote data discoverability and consistent data practices. Review and resolve support tickets from DLCD staff, diagnosing issues across internal applications, SQL Server/Postgres databases, and automated processes to ensure continuity of critical business systems. Minimum Qualifications Five (5) years of professional experience in: Data engineering, database management, ETL processes, data integration, and data governance OR An Associate’s degree or higher in Computer Science, Data Science, Information Technology, Geographic Information Systems, or related field, OR completion of a two (2) year accredited vocational training program in data engineering or a related field; AND three (3) years of professional experience in: Data engineering, database management, ETL processes, data integration, and data governance. OR A Bachelor’s degree in Computer Science, Data Science, Information Technology, Geographic Information Systems, or related field; AND one (1) years of professional experience in: Application development, data engineering, database management, ETL processes, data integration, and data governance. We’re Also Looking for: Application Development & Codebase Ownership: Proven experience building and operating modern web apps from UI to databases, ensuring end-to-end ownership, proper version control, system architecture integrity, and documented business solutions. Python/Django Experience: Proficient in Python and Django, including ORM, API design, product operations, and writing maintainable, well documented, and secure code. GIS and Spatial Analysis: Proven ability to use geospatial technologies and spatial analysis methods to develop, design, and support solutions that incorporate spatial data and workflows. Data Cataloging and Metadata: Proven experience designing and managing data catalogs, including geospatial catalogs; applying metadata best practices; and implementing open data and catalog feed standards (e.g., DCAT) to enable discoverable and well‑governed agency data assets. Server and Application Operations: Proven experience maintaining Linux or Windows server environments, managing automated tasks and jobs (cron, scheduled tasks), applying security best practices, and operating web services and hosted applications that support data processing and ETL activities. Communication and Collaboration: Evidence of strong communication skills demonstrated through technical presentations, written documentation, cross‑team coordination, and participation in mentoring or knowledge‑sharing activities. The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS. Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS.
