Position Summary


The Program / Project Manager serves as client's senior point of accountability for contract performance, COR relationship management, deliverable quality, staffing, and financial reporting across all nine task areas. This individual will attend the kickoff meeting, lead sprint reviews and monthly status briefings, and ensure the program is staffed, on schedule, and within budget throughout the base and option periods.

Required Qualifications


REQUIRED PMP certification (active) - include certificate number and expiration date in resume.


REQUIRED 7+ years of federal IT program management, with at least 3 years as PM or Deputy PM on an HHS, NIH, or equivalent federal health agency contract.


REQUIRED Demonstrated experience managing labor-hour or T&M task orders; NITAAC vehicle experience preferred.
• Agile delivery experience - sprint planning, backlog management, velocity reporting at program level.
• JIRA and Confluence for project tracking and stakeholder reporting.
• Monthly Status Reports, risk registers, staffing plans, and COR briefings.
• Familiarity with Section 508 and FISMA Moderate security requirements.
• Bachelor's degree minimum; Master's preferred.

Preferred Qualifications
• Direct NLM, NIH, or HHS OIT program management experience.
• Experience managing contracts spanning both on-premises and AWS cloud environments.
• ITIL Foundation or equivalent service management certification.
• CIO-SP3 contract administration experience.
