Senior Dynamics 365 and Power Platform Developer

Job Summary:

The Senior Developer for CFSA is a hands-on technical lead responsible for building, releasing, and supporting the STAAND system, a federally certified Comprehensive Child Welfare Information System built on Microsoft Dynamics 365 and Power Platform within a Government Community Cloud environment. This role involves daily coding, CI/CD and ALM ownership, quality assurance, production support, and direct collaboration with stakeholders to ensure the solution meets operational needs. The developer will maintain and improve integrations, optimize platform performance, and lead release engineering efforts while mentoring team members and engaging with end users. Responsibilities:

• Design and develop complex solutions including Dataverse plug-ins, custom APIs, PCF controls, Power Fx, Azure Functions, Logic Apps, and integration components.
• Maintain and optimize integrations across cloud boundaries with retry, idempotency, and reconciliation logic.
• Enhance platform performance through tuning and optimization of plug-ins, queries, API usage, portals, and caching.
• Develop and maintain automated test coverage including unit, integration, and UI regression tests.
• Manage Azure DevOps build and release pipelines, branching strategies, versioning, and environment deployments.
• Ensure quality gates in CI/CD pipelines including static analysis, solution checker, dependency scanning, and test enforcement.
• Automate infrastructure provisioning using Bicep, ARM templates, or Terraform.
• Plan and execute release management activities including release notes, deployment runbooks, rollback plans, and post-deployment validation.
• Conduct thorough code reviews enforcing coding standards, security, performance, and test coverage.
• Provide production support with triage, root cause analysis, monitoring, and incident response.
• Engage directly with social workers, supervisors, private agencies, and training teams to gather requirements and provide demos and training support.
• Mentor and transfer knowledge to government staff and other developers.

Required Skills & Certifications:

• Bachelor s degree in Computer Science, Software Engineering, Information Systems, or related field.
• Minimum 16 years progressive software development experience with at least 10 years hands-on Dynamics 365 CE / Dataverse / Power Platform development.
• Proficient in C#/.NET plug-in and custom API development, TypeScript/JavaScript client extensions, and PCF control development.
• Experience leading technical teams (minimum 3 developers).
• Strong expertise in Azure DevOps pipeline authoring (YAML, multi-stage) and Power Platform ALM.
• Proven experience owning production support with defined severity tiers and SLAs.
• Hands-on Azure development experience including Functions, Logic Apps, API Management, Service Bus, and Key Vault.
• Automated testing skills for unit, integration, and UI regression in Dynamics 365 solutions.
• Experience with Power Pages/portal development including web roles and table permissions.
• Knowledge of secure development practices including code-level security review and handling of PII/PHI.
• Experience operating systems through Microsoft biannual release waves.
• Strong stakeholder engagement skills for requirements gathering and UAT support.
• Microsoft Certified: Power Platform Developer Associate (PL-400).
• Microsoft Certified: Power Platform DevOps Engineer Expert (AZ-400).

• Microsoft Certified: Azure Developer Associate (AZ-204).
• Microsoft Certified: Power Platform Solution Architect Expert (PL-600).
• Microsoft Certified: Dynamics 365 Customer Service (MB-230) or Sales Functional Consultant (MB-210).
• Microsoft Certified: Azure Security Engineer Associate (AZ-500).
• Microsoft Certified: Azure AI Engineer Associate (AI-102).
• Experience with infrastructure as code tools such as Bicep, ARM, or Terraform.
• Experience integrating generative AI technologies like Copilot Studio, Azure OpenAI, or Azure AI Foundry.
• Experience with data and reporting technologies such as Power BI, Fabric, Synapse, or Data Factory.
• Mentoring and capability transfer experience to government staff.
• Certifications such as GitHub Actions or GitHub Advanced Security, CSSLP (ISC ), and ITIL 4 Foundation.
• Experience with government cloud environments including GCC, GCC High, or Azure Government.

Special Considerations:

• Must adhere to strict absence approval policies with required contact information and agreement to dismissal if absent beyond approved dates.
• Hybrid work model requiring 4 days onsite per week at Washington DC location.
• Participation in escalation rotation for critical production incidents, including outside core hours as needed.
• Compliance with no reimbursable expenses and hourly **** limits.
• Acceptance of contractual terms and conditions as specified by the supplier agreement.

Scheduling:

• Standard work schedule with a hybrid model requiring four days onsite per week.
• Availability for production support and incident escalation outside normal business hours as required.
• Engagement in release wave activities and hypercare periods following deployments.
