Program Planner, Bureau of Hepatitis, HIV, and STI

Job Summary Position: City Research Scientist II, Prevention Program Planning Unit in the HIV Prevention Program of the Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS), New York City Department of Health and Mental Hygiene. Under the supervision of the Director of Program Planning, the Program Planner researches, develops, and plans implementation of evidence‑based HIV prevention programs to advance the City’s goal of ending the HIV epidemic. Responsibilities Provide planning and coordination support to activities of the Program Planning Unit, including development of planning tools and documentation of work products. Support the development of new evidence‑based requests for proposals (RFPs) for competitive funding to community and clinical partners citywide, conducting key‑informant interviews, focus groups, and literature reviews. Conduct comprehensive secondary‑source research (published and gray literature) to identify potential new HIV‑prevention interventions applicable to NYC. Support implementation planning of new programs, identifying and developing needed materials, curricula, and trainings, and coordinating with BHHS staff to ensure timely delivery. Assist the Director in obtaining the data needed for planning by collaborating with other units and programs within BHHS. Develop and operationalize pilot research projects, including IRB approvals, data management, and analysis. Support quality‑improvement activities to enhance collaboration across Prevention Program units and the bureau. Plan community‑engagement activities to inform program development and research projects. Identify funding opportunities, assist grant writing, and manage award reporting, including progress reports and other required submissions. Collaborate with the community HIV Planning Group (HPG) and other HIV‑related community groups to develop programming and communicate planning goals. Find synergies with other NYC Health Department bureaus and BHHS programs to further HIV‑prevention efforts. Preferred Skills & Qualifications Experience in public health program planning, including HIV programmatic implementation and research project management. Strong planning, coordination, and project‑management skills; ability to handle multiple diverse assignments and priorities. Excellent written, oral, and interpersonal communication skills; experience with RFP writing. Ability to collaborate across teams and units to achieve common objectives. Experience working with diverse service providers and community members impacted by racism and oppression, including LGBTQ+ communities. Knowledge of health equity and racial/social justice frameworks. Ability to understand and interpret clinical and public health data. Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint). Experience with survey and database applications (REDCap, SurveyAlchemer, Salesforce). Minimum Qualifications For Assignment Level I: a master’s degree in an appropriate field of physical, biological, environmental science, or public health. For Assignment Level II or higher: Doctorate with one year of full‑time supervisory, administrative or research experience in the field; or Master’s with three years of full‑time research experience; or Equivalent education and experience; candidates must possess at least a master’s and two years of experience described above; two years as a City Research Scientist Level I may be substituted.
