The Metropolitan Council's Regional Administration Division is accepting applications for a Director, Treasury .
The position leads a staff of three (two senior financial analysts, one accountant) and is the Council's primary liaison with financial institutions, investment brokers, merchant card processors, external legal counsel, municipal advisors, rating agencies, and Council bond investors.
We are the Metropolitan Council , the regional government for the seven-county Twin Cities metropolitan area. We plan 30 years ahead for the future of the metropolitan area and provide regional transportation, wastewater, and housing services.
More information about us is on our website.The Director, Treasury provides strategic direction and management of the Council's treasury operations. Our treasury operations include general banking and merchant banking activities, investment portfolio management, capital financing and debt management. Daily banking and cash management activities ensure sufficient cash flow to meet operating and capital requirements. Investment portfolio management includes research, analysis and trading of short-term and long-term portfolios in excess of $2 billion, balancing investment risk-return opportunities in accordance with Statutes and Council policies. Debt Management includes arranging financing for Council capital projects, including issuance of Council bond and other loan structures, and overseeing management and compliance of ~$1.6B of outstanding debt.
What you would do in this job1. Direct the investment activities for the Council's investment portfolio including short-term, long-term and other post-employment benefit trust funds.
- Provide strategic organizational planning for short-term and long-term investments for the Council.
- Manage diesel fuel hedging program to provide budget certainty for transit operations.
- Oversee the Other Post-Employment Benefit Trust fund.
2. Oversee the debt management of the Council.
- Provide strategic organizational capital finance planning and execution. Including debt analysis, structuring and issuance of bonds, GANs and MPFA loans.
- Coordinate capital financing needs of operating divisions and directs issuance of debt. Consults with municipal advisors, bond counsel, and rating agencies regarding size, structure, security and repayment of debt.
- Manages the initial and ongoing compliance with Internal Revenue Code and regulations for tax-exempt debt and arbitrage requirements. Manages initial and ongoing compliance with bond covenants and reporting requirements.
3. Direct Council's cash management and banking activities.
- Direct daily banking (oversee general banking activities to assure adequate controls and sufficient daily cash flows).
- Develops cash flow forecasts.
- Directs merchant banking activities (credit cards, fare media) facilitating and meeting PCI security standards and compliance.
4. Reporting financial data and customer service - internal and external.
- Develops relationships and promotes customer service with operating divisions.
- Maintain internal controls over the Council's cash and investments.
- Maintains contract relationships with banks and financial parties. Prepare RFPs for financial services.
- Plan, distribute, assign, counsel, coach and review staff work to assure responsibilities/priorities are addressed timely and accurately (including: 1:1 meeting, team meetings, and performance reviews).
- Lead staff to provide a workplace environment that supports diversity.
- Provides quarterly investment reports to the Council's Investment Review Committee and Management Committee.
What education and experience are required for this job (minimum qualifications)
Education & Experience:
Any combination of completed education (in public finance, finance, economics, accounting or math) and progressively responsible experience (in finance, investment management, treasury management, capital finance or debt management, including having primary responsibility over cash management and investments equivalent to size/scope of the Council with supervisory/management experience). This position requires a professional and practical level of understanding of accounting, financial reporting and financial management that is acquired through a degree program.
- Master's degree and seven (7) years of experience including three (3) years primary responsibility over cash management, debt management, and investments with five (5) years of supervisory/management experience.
- Bachelor's degree and nine (9) years of experience including three (3) years primary responsibility over cash management, debt management, and investments with five (5) years supervisory/management experience.
- Associate degree and eleven (11) years of experience including three (3) years primary responsibility over cash management, debt management, and investments with five (5) years supervisory/management experience.
What additional skills and experience would be helpful in this job (desired qualifications):
- Experience with investment/financial reporting software and Enterprise Resource Planning systems (e.g., PeopleSoft/Oracle/SAP/Workday).
- Public finance experience.
- Merchant banking experience.
- Debt management experience.
- Chartered Financial Analyst (CFA), or Certified Treasury Professional (CTP), preferred.
- Knowledge of finance processes and practices (cash management, financial analysis, investing, economics, risk management.
- Knowledge of fixed income securities and financial markets, including municipal bonds.
- Knowledge of accounting/investment best practices and ability to create and implement new business processes and internal controls.
- Knowledge of management/supervisory practices, performance management (coaching, counseling, staff development, performance improvement, discipline).
- Effectively report information to senior management and Council committees - with written and verbal communication and presentation skills.
- Negotiation, facilitation and interpersonal skills including ability to effectively work through complex issues.
- Project management and program development skills.
- Proficiency with Microsoft Office Suite.
- Ability to establish and maintain good working relationships - work effectively and provide excellent customer service to operating divisions.
- Ability to organize complex information and to effectively report information to senior management and Council committees.
- Ability to promote an equitable, positive, and respectful work environment that values culture and diversity among all employees.

Full Salary Range: $64.89 - $105.35 hourly / $134,971.20 - $219,128.00 annually
