The Metropolitan Council's Regional Administration Division is accepting applications for a Director, Treasury.

The position leads a staff of three (two senior financial analysts, one accountant) and is the Council's primary liaison with financial institutions, investment brokers, merchant card processors, external legal counsel, municipal advisors, rating agencies, and Council bond investors.

The Metropolitan Council, the regional government for the seven-county Twin Cities metropolitan area, plans 30 years ahead for the future of the metropolitan area and provides regional transportation, wastewater, and housing services.

The Director, Treasury provides strategic direction and management of the Council's treasury operations. Our treasury operations include general banking and merchant banking activities, investment portfolio management, capital financing and debt management. Daily banking and cash management activities ensure sufficient cash flow to meet operating and capital requirements. Investment portfolio management includes research, analysis and trading of short-term and long-term portfolios in excess of $2 billion, balancing investment risk-return opportunities in accordance with Statutes and Council policies. Debt Management includes arranging financing for Council capital projects, including issuance of Council bond and other loan structures, and overseeing management and compliance of ~$1.6B of outstanding debt.
