The APEX Power Co. Project in Hubbard, TX, currently under Phase 1 construction, is expected to expand to 1.6 GW. It features a diverse mix of generation technologies, including Siemens SGT-800/400 simple cycle turbines, MAN/Everllence 18V51/60G gas reciprocating engines, GE LM6000/LM2500 simple cycle turbines, Pratt & Whitney FT8 simple cycle turbines, and a Battery Energy Storage System (BESS), enabling flexible, reliable power output. Future expansion may include additional GE aero and large frame units (6B, 7FA/7FB/7H) in simple or combined cycle configurations, allowing the plant to efficiently meet varying energy demands while supporting data center grid reliability. Opportunity Summary The Safety Manager at the APEX Power Co. Project will lead pre-commissioning and operational safety programs to ensure a safe, compliant, and efficient plant environment. This role will oversee safety risk assessments, inspections, training, incident response, and contractor compliance across the facility’s diverse technologies, including gas turbines, reciprocating engines, and battery energy storage systems. Once operational, the Safety Manager will maintain regulatory compliance, manage KPIs, lead audits, drive continuous improvement, and foster a culture of safety excellence across the plant. Pre-Commissioning Responsibilities Develop and implement pre-commissioning safety programs, policies, and procedures to ensure readiness for safe start-up, aligned with OSHA and industry standards. Conduct job hazard analyses, risk assessments, and safety audits for commissioning activities, new equipment, processes, facilities, and temporary operations to proactively identify and mitigate potential risks. Coordinate and deliver site‑specific safety orientations and training for commissioning engineers, contractors, and vendors, ensuring awareness of hazards and protocols. Perform inspections of construction, installation, and testing activities to verify compliance with safety requirements and regulatory standards. Develop, review, and test emergency response and crisis management plans, including drills, evacuation, and incident response exercises, coordinating with local emergency services and regulatory agencies to validate readiness for start‑up. Establish contractor and vendor safety onboarding and compliance procedures to ensure all parties adhere to safety policies during pre‑commissioning activities. Ensure all pre‑commissioning safety documentation, training records, and emergency procedures are complete, accurate, and ready for a seamless transition to operational safety management. Safety Program Management & Compliance Develop, implement, and oversee comprehensive safety programs, policies, and procedures in compliance with OSHA and other applicable regulations. Stay current with OSHA and industry safety regulations, ensuring the plant maintains compliance and implements best practices for continuous improvement. Manage all safety‑related documentation, including compliance reports, policies, procedures, manuals, training records, and safety data sheets, ensuring accuracy, accessibility, and regulatory compliance. Lead internal and external safety audits, facilitate regulatory inspections, and act as the primary liaison with OSHA and other authorities. Establish, monitor, and report key safety performance indicators (KPIs), analyze trends, and identify recurring issues to implement preventative and corrective strategies. Support sustainability and continuous improvement initiatives related to workplace safety, environmental performance, and operational risk reduction. Operational Safety, Training & Incident Response Coordinate and deliver safety programs, training, and orientations for employees, contractors, and visitors, including regular safety meetings and fostering a culture of safety awareness and engagement. Conduct inspections, audits, and risk assessments, including routine facility assessments, housekeeping checks, and ongoing job hazard analyses for operations, maintenance, and new projects, to proactively identify and mitigate risks. Respond to safety incidents, injuries, and near misses, investigating root causes, implementing immediate corrective measures, tracking follow‑up actions, and maintaining compliance with regulatory requirements. Develop, maintain, and test emergency response plans, coordinating drills, crisis communication strategies, and collaboration with local emergency services and regulatory agencies. Collaborate with department managers, project teams, and contractors to integrate safety considerations into operations, projects, and vendors while promoting a culture of safety excellence through recognition and communication initiatives. Other Duties Perform other duties as assigned to support safe, reliable, and compliant plant operations. NAES Safe Safety is a core value at NAES, and as a condition of employment, all employees are expected to remain mentally alert and work safely at all times. All NAES managers and supervisors have a direct and important role in ensuring that all work is performed in a healthy and safe manner. Effectiveness in carrying out this responsibility is part of the evaluation of each Supervisor’s performance. Working Relationships The Safety Manager reports to the Plant Manager and coordinates activities with the Operations Manager, Maintenance Manager, Environmental Manager, Plant Engineer and Office Administration. This role also interfaces with contractors and original equipment manufacturer (OEM) personnel to ensure necessary support and coordination. Additionally, the Environmental Manager maintains a close working relationship with NAES corporate Environmental Support Services groups, as well as the Client’s corporate contacts. Physical Requirements and Working Conditions Physical requirements include standing for extended periods of time, climbing stairs and ladders, working from elevated platforms and walkways at varying heights, and routinely lifting up to 50 pounds. Power plant environment that may involve entering confined spaces, crawling through narrow areas, and handling hazardous materials, with exposure to fumes, extreme temperatures, and noise. Work may include high heat near equipment and varying outdoor weather conditions. Some duties may require the use of protective equipment, which can include hard hats, safety glasses, and eye protection, air masks/respirators, ear protection, chemical suits, flame‑resistant clothing (FRC), hot gloves, high‑voltage protective gear, and fall protection. Fit testing for respirators may be required. Strict smoking restrictions apply in and around the facility. Fitness for Duty All personnel will participate in the Fitness for Duty Program, which includes a post‑offer physical examination, drug screening, and post‑employment random drug screening. Work Schedule The Safety Manager works a standard Monday to Friday day shift schedule, ensuring consistent plant operation and support during regular business hours. This position will also occasionally necessitate extended working hours and flexible shifts as needed, including weekends and holidays, in response to schedules, workload demands, and plant conditions. Periodic callouts or “On call” status may also be required. Some travel may be involved to participate in Manager, Owner, User Group, or other offsite meetings. Compensation This position offers an annual base salary ranging from $112,850 to $132,948 and includes eligibility for an annual performance bonus. Professional Expertise & Qualifications We are seeking an experienced professional with a strong passion for workplace safety, regulatory compliance, and fostering a culture of health and safety across all levels of the organization. The ideal candidate will be well‑versed in local, state, and federal safety regulations and committed to continuous improvement in safety performance. Associate or Bachelor’s degree in occupational safety, engineering, industrial hygiene, or a related field, or equivalent technical training, knowledge, and experience desired. OSHA 30‑hour or 40‑hour certification, CSP, CHST, or similar safety credentials preferred. Relevant industry or military experience may be considered in lieu of education. Proven experience leading safety programs and compliance in industrial or power generation facilities, including planning, implementation, and continuous improvement. Direct experience managing OSHA compliance, audits, inspections, and regulatory reporting in industrial environments. Practical understanding of power plant systems and operations—including turbines, reciprocating engines, and battery energy storage—and their influence on workplace safety. In‑depth knowledge of federal, state, and local safety regulations, including hazardous materials, emergency response, and workplace safety standards, with at least one area of specialized expertise. Skilled in performing job hazard analyses, risk assessments, safety audits, and emergency preparedness planning. Proven ability to develop and deliver effective safety training programs and orientations for employees, contractors, and commissioning teams. Strong communication, collaboration, and leadership skills, including conveying complex safety issues, building consensus, and fostering a culture of safety excellence. Advanced proficiency with Microsoft Office (Word, Excel, PowerPoint, Project) and other software tools used for safety tracking, reporting, and program management. Must possess a valid, unrestricted U.S. driver’s license and ensure it remains in good standing at all times.
