This is a block budgeted Technology Specialist I/II Technology Specialist I/II position. The chosen candidate would be hired as either an Technology Specialist I or II, based on qualifications. Geographic Information Systems Specialist, or GIS Specialist, develops and maintains both the Assessor's parcel maps and GIS layers that display parcel boundaries, blocks, lots, and easements. Also verify legal descriptions on incoming deeds, help customers with questions regarding the boundaries of their parcel, and research issues that arise due to incorrect or poor legal descriptions. This position is a critical component in completion of the Assessor's mandated functions.

GIS Specialist I (Technology Specialist I) is an entry-level position in the GIS Specialist series. Under general direction, the GIS Specialist's assignments are subject to review and evaluation while in progress and upon completion. GIS Specialist II (Technology Specialist II) differs from an GIS Specialist I in that the incumbents at the II level are sufficiently trained to independently perform assignments with a minimum of supervision and also may assist in training lower-level technicians and specialist. Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Technical Services bargaining unit for labor relations purposes. Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

Typical Tasks

• Create, maintain, and edit Assessor's maps and layers using ArcGIS;
• Learn to interpret legal descriptions on recorded documents, resolutions, parcels, subdivisions, highway and survey maps, and translate legal descriptions into precise scale drawings of property; interpolate between new maps and old maps to position changes accurately;
• Determine accurate closure and plotting of legal descriptions using engineering calculations;
• Learn to provide technical assistance to office staff, engineers, land surveyors, title companies, and the public in areas related to legal descriptions, title problems, map interpretations, and other related Assessor's records inquiries; verify current ownership of property;
• Discover discrepancies in title, erroneous and incomplete property descriptions and maps, through title and legal description research and work with property owners, engineers, land surveyors, attorneys, title companies, and other government agencies to resolve the discrepancies;
• Learn to send letters identifying problems that need to be resolved in order to transfer and/or split property;
• Prepare and edit related source documents for input into the primary County property database for use in assessment, taxes, and GIS;
• Maintain proficiency in the use of software and hardware used by the department;
• Learn to review, approve, compose, and when necessary create new legal documents used by various County departments, such as those for tax defaulted properties;
• Perform photocopying and filing; and
• Develop a strong working knowledge of ArcGIS

• Detect errors in survey, subdivision and parcel maps and contact the involved government agencies and private surveyors in order to correct the engineering errors;
• Make calculations to determine parcel areas, boundary angles, bearings and distances in order to ensure the accuracy of property and ownership boundaries;
• Review owner requests for boundary changes against the code requirements, make reports if the change meets the criteria, collect fees and then create new property boundary on map;
• Conduct title search of historical data to record sequence of ownership and boundary events regarding Assessor's parcels;
• Revise and update Assessor's maps from deeds, government resolutions, court orders, surveys, field notes, land contracts, property owner requests, administrative change requests, and State Board of Equalization (SBE) land changes and Tax Rate Area (TRA) changes;
• Maintain directory of revised Assessor's maps for County website for the use of internal staff, other County departments, title companies, and the general public;
• Prepare reports on property with boundary, legal description or ownership problems;
• Train GIS Specialist I; and
• Perform special projects as assigned.

Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

• Basic computer hardware and software, operating systems, workflow processes, direct access techniques and remote processing;
• Basic operational characteristics of local and wide area network systems;
• Basic operational characteristics of communication systems, equipment, and devices;
• Basic methods and techniques of testing, troubleshooting, problem solving, and maintenance of desktop computer, network, and communication system hardware and software;
• Tools used in the maintenance, testing, troubleshooting, and installation of personal computers, communications equipment, network components; and peripheral equipment;
• Principles and practices of effective customer service;
• Safe work practices when working with electronic equipment;
• Operations, services, concepts, terms, and activities common to a comprehensive, state of-the-art information technology program; and
• Principles of records and database management.

In addition to the above, when assigned to Telecommunications:

• Radio communications and electronics including Microwave radio theory and operations;
• Standards and protocols for data/voice communications.

• Learn to analyze problems with software, hardware, communications, and operating systems; identify and locate the source of the problem; diagnosis problem and develop logical, reliable solutions; and initiate corrective actions;

• Track service requests and trouble reports and ensure problems are resolved;

• Establish and maintain effective working relationships with those encountered during the course of the work;

Education/Experience

PATTERN I

• One (1) year of experience providing technical support of computer applications and equipment.

PATTERN II
