The San Diego City Council, in its role as the Housing Authority of the City of San Diego, oversees SDHC. SDHC helps pay rent for more than 17,000 households with low income annually; is a leader in collaborative efforts to address homelessness, such as the Community Action Plan on Homelessness for the City of San Diego and SDHC’s homelessness initiative, HOUSING FIRST – SAN DIEGO, which has created more than 11,000 housing solutions since November 2014 for people experiencing homelessness or at risk of homelessness; and creates and preserves affordable rental housing, with more than 23,000 affordable units in service in the City today with SDHC’s participation. About the Department The Homelessness and Housing Stability Initiatives (HHSI) Division serves individuals and families experiencing homelessness throughout the City of San Diego using creative strategies and best practice programming. Specifically, the Administration Department administers many of the City's homelessness services programs including, but not limited to: prevention and diversion, emergency and interim shelters, supportive services programs, transitional housing programs, permanent supportive housing and rapid rehousing services. About the Position The Program Analyst position is within the HHSI Administration Department and provides complex administrative, budgetary, financial, and compliance support to assigned homelessness services programs that the Commission administers local, state and federal funding for. The work has technical and programmatic aspects, requiring the interpretation and application of policies, procedures, and regulations and involves frequent contact with staff and the public, as well as performing various research functions. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. The Administration Department consists of fifteen staff that administer contracts with nonprofit organizations that operate homelessness services programs in the City of San Diego. This position directly to the Crisis Response Unit Program Manager, who oversees the portfolio of shelter, street outreach and services programs that serve people newly experiencing homelessness. Provide feedback and support to the Senior Homeless Program Analyst in contract administration by reviewing, analyzing, and tracking programmatic expenditures; preparing and analyzing outcomes reporting; providing technical assistance to contractors; attending site visits; and rendering support during program commissioning and decommissioning. Gather, review, and process all documentation for request for reimbursement submissions including routing payment requests for signature and tracking the payment of invoices. Serve as a liaison to internal and external stakeholders on behalf of the Senior Homeless Program Analyst and provides information, training, and technical assistance to program operators; answers emails, phone calls, and questions; and creates and implements tracking and reporting devices for internal and external use. Collaborate with the Senior Homeless Program Analyst to prepare for quarterly fiscal meetings with contractors; conduct training sessions; and co-facilitate technical assistance meetings. Support the Senior Homeless Programs Analyst with preparing and submitting staff reports and related presentation materials for Housing Commission, Housing Authority, and City Council committee meetings for assigned homelessness services contracts. Participate in the development and implementation of new or revised internal systems; policies and procedures; methods of operation; and development of departmental goals and objectives. Conduct a variety of analytical and operational studies regarding departmental and programmatic activities such as regulatory, policy, operational, or administrative issues or questions; evaluates alternatives, makes recommendations, and assists with the implementation of procedural, administrative, and/or operational changes after approval; prepares comprehensive technical records and reports, identifies alternatives, and makes and justifies recommendations. Assist with coordinating and organizing community events; represents the Housing Commission to the public; participates in interdisciplinary committees and working groups; and provides training and information to community stakeholders. Maintain accurate records and files using agency protocols and retention schedules. Ideal candidates will possess knowledge of: Principles and practices of Federal, State, and local housing or homelessness services programs. Basic principles, practices, and procedures of funding sources and grant funds disbursement. Project and/or program management, analytical processes, and report preparation techniques. Organizational and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures. Research, statistical, analytical, and reporting methods, techniques, and procedures. Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility. Principles and practices of contract administration and evaluation, budget development and administration, and sound financial management policies and procedures. Recent and on-going development of national best practices in homelessness services programs; literature; and sources of information related to homelessness services and housing programs. Record-keeping principles and procedures. Modern office practices, methods, and computer equipment and applications related to the work. English usage, grammar, spelling, vocabulary, and punctuation. Techniques for effectively representing the Housing Commission in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Housing Commission staff. Candidates must also have the demonstrated ability to: Participate in the development of goals, objectives, policies, procedures, and work standards for assigned programs. Coordinate programmatic administrative, budgeting, and fiscal reporting activities. Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative. Conduct effective management, administrative, and operational studies. Organize and carry out assignments from management staff with minimal direction. Conduct research on a wide variety of program topics including grant funding, contract feasibility, budget proposals, and operational alternatives. Analyze, interpret, summarize, and present administrative and technical information and data in an effective manner. Research, analyze, and evaluate new service delivery methods, procedures, and techniques. Prepare clear and concise reports, correspondence, policies, procedures, and other written materials. Interpret, apply, explain, and ensure compliance with applicable Federal, State, and local policies, procedures, laws, and regulations. Effectively represent the Housing Commission in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations, and in meetings with individuals. Establish and maintain a variety of filing, record-keeping, and tracking systems. Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines. Operate and maintain modern office equipment, including computer equipment and specialized software applications programs. Effectively communicate in person, over the telephone, and in writing. Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Maintaining inter/intradepartmental relationships and stakeholder partnerships to work towards achieving mutual goals and creating quality homelessness services programs. Education & Experience Graduation from an accredited four-year college or university with major coursework in planning, social work, business or public administration, finance, or a related field, and three (3) years of progressively responsible experience in the analysis and stewardship of housing or social service programs. Licenses and Certifications Possession of, or ability to obtain, a valid California Driver’s License by time of appointment Physical Demands Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Environmental Demands Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
