Learn more at About the OpportunityDMI, LLC is seeking an experienced Program Manager to lead complex technology programs within a Federal Government environment. The ideal candidate has a record of delivering mission-critical programs in one or more technology domains, including software development, systems integration, IT infrastructure, cloud, cybersecurity, or enterprise technology operations.The Program Manager is accountable for overall program performance and serves as the primary delivery leader for the customer, program team, stakeholders, subcontractors, and technology partners. This role oversees contractual commitments, customer outcomes, financial performance, staffing, schedule, scope, quality, risk, compliance, and technical delivery. The Program Manager anticipates and resolves delivery challenges, and ensures the program achieves its mission, business requirements and contractual objectives.Duties and Responsibilities:Lead the planning, execution and delivery of complex federal technology programs involving one or more of the following: application development, systems integration, infrastructure modernization, cloud, cybersecurity, enterprise systems, or technology operations.Maintain accountability for program cost, schedule, scope, quality, staffing, contractual performance, customer satisfaction, and mission outcomes.Serve as the primary program delivery interface with government program leadership, Contracting Officers, Contracting Officer's Representatives, technical stakeholders, subcontractors, vendors, and company leadership.Translate contractual requirements, performance work statements, statements of work, task orders, and customer priorities into an integrated program plan with defined milestones, deliverables, dependencies, resources, and performance measures.Establish and maintain program governance, including program management reviews, operating cadences, executive reporting, decision management, risk and issue escalation, change control, and corrective-action management.Manage program financial performance in coordination with Finance and Contracts, including budgets, forecasts, funding, labor utilization, cost-to-complete, and margin performance, as applicable.Monitor contract deliverables, service-level agreements, key performance indicators, quality measures, and other performance commitments; take timely corrective action when performance deviates from plan.Direct schedule management across technical and operational workstreams, including milestones, critical dependencies, staffing requirements, customer decisions, and contract deliverables.Lead the management of program scope, requirements, risks, issues, assumptions, dependencies, and change requests, ensuring decisions and impacts are documented and communicated.Apply Agile, Waterfall, or hybrid delivery approaches appropriate to the contract, customer environment, and nature of the work.Provide program-level oversight of application development, systems integration, testing, deployment, release management, production support, infrastructure, cloud, cybersecurity, or other assigned technical workstreams.Partner with technical leaders to ensure solutions are feasible, secure, compliant, supportable, and aligned with customer mission and enterprise architecture requirements.Lead workforce planning, staffing, onboarding, performance management and allocation of resources across program activities.Establish clear roles and performance expectations across employees, subcontractors, vendors and technical teams; monitor and address performance concerns promptly.Identify emerging risks and opportunities, develop mitigation and contingency plans and escalate matters requiring customer or executive action with clear recommendations.Prepare and deliver accurate program status reports, dashboards, performance reviews, forecasts and customer communications.Ensure program activities and deliverables comply with contractual requirements, federal policies, security obligations and quality standards.Maintain complete and current program records, including plans, schedules, action items, risk and issue registers, deliverables, performance evidence, lessons learned and other required artifacts.Lead transition-in, program startup, operational readiness and when applicable, transition-out activities while protecting service continuity, contractual performance, customer relationships and workforce stability.Support customer performance evaluations, including CPARS, by maintaining objective performance evidence and addressing concerns before they affect formal ratings.Contribute to recompete readiness, organic growth, proposal development, technical presentations, solution reviews, and new-business activities.QualificationsEducation and Years of Experience: Bachelor's degree in Computer Science, Information Technology, Engineering, Business, Project Management, or a related field. Eight or more years of progressively responsible technology delivery experience, including at least three years leading federal programs or contracts.Demonstrated experience managing delivery in a federal contracting environment, including customer engagement, contract deliverables, funding constraints, staffing, risk and compliance obligations.Demonstrated success managing complex technology programs in one or more of the following areas: software development, systems integration, IT infrastructure, cloud, cybersecurity, enterprise systems, or technology operations.Experience leading cross-functional teams that may include software developers, systems engineers, infrastructure engineers, cybersecurity professionals, architects, analysts, project managers and other technical personnel.Experience managing program cost, schedule, scope, quality, resources, risks, issues, dependencies and stakeholder expectations.Experience with federal contract deliverables, performance measures and customer reporting requirements.Experience using project and program management tools such as Microsoft Project, Jira, Confluence, Azure DevOps, Smartsheet, or comparable platforms.Strong leadership, analytical and problem-solving skills, including the ability to act decisively in complex or ambiguous situations.Excellent written, verbal, and executive communication skills, with the ability to communicate effectively with government leaders, corporate executives, contracting professionals, and technical teams.Ability to manage competing priorities, lead distributed teams, and maintain delivery discipline in a fast-paced federal contracting environment.Required Skills & Certifications: Project Management Professional certification or comparable program management credential.Agile certification such as Certified ScrumMaster, PMI Agile Certified Practitioner, or SAFe certification.Experience managing program financials, including budgets, forecasts, funding, labor utilization, cost-to-complete and margin performance.Experience managing prime contractor, subcontractor, vendor, and workshare relationships.Experience with AWS, Microsoft Azure, or other enterprise cloud platforms.Experience with DevSecOps, continuous integration and continuous delivery, the software development lifecycle, and automated testing and deployment.Experience with applicable federal cybersecurity and compliance frameworks, including NIST, FISMA, FedRAMP, Risk Management Framework, and Authority to Operate processes.Experience supporting infrastructure modernization, cloud migration, data center consolidation, enterprise transformation, COTS or GOTS implementations, or custom application development.Experience working under IDIQs, BPAs, task orders, or other federal contracting vehicles.Experience supporting defense, civilian, intelligence community, or other federal agencies relevant to the assigned program.Familiarity with Earned Value Management, service-level management, performance metrics, quality management, and contract deliverable management.Experience supporting CPARS, program transitions, recompetes, proposals, or organic growth initiatives.Citizenship Status Required: Must be a U.S. CitizenPhysical Requirements: None required for this position.Location: McLean, VA or Local to DC Metro areaMinimum Salary Rate$102,437Median Salary Rate$128,046Working at DMIDMI is a diverse, prosperous, and rewarding place to work.
