Fishery Biologist 3/4 (Upper Cook Inlet Area Management Biologist- PCN 111022)

Job Summary Upper Cook Inlet Area Management Biologist (Fishery Biologist 3/4) – Soldotna, Alaska. This position is open to Alaska residents only. The Biologist will lead management activities for commercial salmon, herring, razor clam, and smelt fisheries, making in‑season decisions and drafting emergency orders each season. Responsibilities Lead management activities for commercial salmon, herring, razor clam, and smelt fisheries in the Upper Cook Inlet area. Collect and analyze data from sonar, test fish CPUE, aerial surveys, catch reports, and historical trends to inform in‑season decision making. Write and issue up to 60 emergency orders each season, establishing fishing periods and open/closed areas in compliance with 11 management plans. Supervise an Assistant Area Management Biologist and a Program Technician; oversee the Offshore Test Fishery. Engage with a broad range of stakeholders, agency staff, and the public; communicate decisions at scientific and policy meetings. Participate in training for specialized areas such as hydroacoustics, microscopic analysis, underwater research, or fish habitat restoration. Qualifications Bachelor’s degree in biology, limnology, biometrics, oceanography, fisheries science, or a related natural resource field. One year of full‑time professional experience as a biologist or fish culturist; specific experience as a Fishery Biologist 2, Fish Culturist 2, Wildlife Biologist 2, Habitat Biologist 2, or Fisheries Geneticist 1 with the State of Alaska or an equivalent employer. Experience with fisheries management, including knowledge of Alaska Board of Fisheries processes. Demonstrated supervisory experience. Authoring technical reports or fisheries management documents. Strong communication skills and ability to work effectively with multiple stakeholders. Ability to handle and mitigate confrontational situations. Eligibility Valid driver’s license required. Position may involve firearms or ammunition; federal background check prohibits hiring of those convicted of a misdemeanor domestic‑violence offense. First Aid/CPR certification provided by the department. Peace officer or law‑enforcement training is recommended but not required.
