RHTP Program Area Grants Manager Office of the Director (OOD) Job Location: Address: 150 North 18th Avenue Phoenix, Arizona 85007 All AHCCCS Employees must reside within the state of Arizona. Posting Details: Salary: $100,000 Grade: 25 FLSA Status: Exempt This position will remain open until filled. Under the supervision of AHCCCS Rural Health Transformation State Project Officer and Principal Investigator, the Program Area Manager serves as the operational lead for the programmatic components of the Rural Health Transformation Grant Program. This position is responsible for developing initiative-specific work-plans and budget inputs aligned with CMS-approved goals; monitoring grant milestones, deliverables, and outcomes across multiple programmatic work-streams; coordinating stakeholder engagement activities and contributing to quarterly and annual grant progress reports submitted to CMS. The Program Area Manager ensures the successful execution of all RHTP initiative areas and collaborates with fiscal and compliance teams to support program implementation, monitor sub-recipient progress and expenditures, ensure adherence to federal and State requirements, and address operational risks and issues. Given the complexity of the RHTP program and the scale of the federal investment in Arizona's rural health system, this role is essential to maintaining operational continuity and ensuring sub-recipient compliance across multiple programmatic streams. The Program Area Manager is expected to elevate risks or performance gaps to leadership for timely resolution and to participate in periodic site visits to rural Arizona counties to verify program implementation and provide technical assistance to sub-recipients and partners. The position is grant funded and may be eliminated based on the availability of funding. Arizona's Rural Health Transformation Program is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as part of a financial assistance award totaling $166,998,955.92 with 100 percent funded by CMS/HHS. Major duties and responsibilities include but are not limited to: Lead the operational execution of programmatic components under the RHTP award and develop initiative-specific work-plans, milestones, deliverables, and budget inputs aligned with funder-approved goals. Supervise a team of Program Area Analysts, including providing direction, performance feedback, and coaching to monitor sub-recipient progress across assigned initiatives/program areas and ensure timely completion of deliverables. Coordinate engagement with internal and external stakeholders, including state agency partners, healthcare providers, Tribal partners, and community-based organizations. Collaborate with fiscal and compliance staff to ensure expenditures and program activities adhere to federal cost principles and grant requirements. Identify and elevate operational risks and performance gaps for timely resolution. Plan and participate in site visits and on-site monitoring activities to verify implementation and provide technical assistance. Represent the agency at federal and state convenings and conferences, including the annual CMS Quality Conference. Contribute to quarterly and annual reporting, including data inputs and qualitative narrative. Other duties as assigned as related to the position (typically 5% - 10%) Knowledge of: Demonstrate expertise in grant management policies, practices, procedures, guidelines, and requirements, including 2 CFR Part 200, CMS terms and conditions, and the HHS Grants Policy Statement General understanding of accounting practices and principles, including federal cost principles and budget-to-actual monitoring. Skilled in: Interpersonal and collaboration skills with internal and external key stakeholders, including state agencies, healthcare providers, Tribal partners, and community organizations Detail-oriented Strong analytical and problem-solving skills Strong communication skills (written, oral, and presentation) Proficient in Microsoft Office (Excel, Word, and PowerPoint), Google Suite, and comfortable navigating new software products and applications Ability to: Build relationships and influence across diverse populations Manage staff and design and deliver training to program teams and partners Manage multiple priorities and work effectively in a fast-paced, dynamic environment Identify errors, inconsistencies, and risks across multiple concurrent work-streams Translate strategic priorities into operational deliverables Prepare deliverables and present to executive leadership Travel in-state on a recurring basis and out-of-state on an occasional basis Arizona driver’s license. Minimum: Bachelor's degree in a related field with 4 or more years in grants management, program operations, or other similar functions. Preferred: Master's degree in a related field with 3-5 years experience in grants management, program implementation, or federal grant program administration. Pre-Employment Requirements: Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions. Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
