Job Requirements General Summary This position reports to Manager, Capital Planning & Service Contract Management and supports medical equipment capital planning and service contract management. The important aspect of this position is to help gather benchmarking data on medical equipment estimated life, life cycle cost, and failure rates on specific devices or class of equipment and provide data insights and reports on 5-year equipment replacement plan with projected capital replacement cost. This position is also responsible for monitoring existing service contracts, negotiating, preparing and executing new vendor contracts for UMMS Clinical Engineering. This position works with Nursing leadership, Finance and Supply Chain Departments to provide information on equipment replacement needs based on estimated useful life, service histories and other industry standards. Principal Responsibilities and Tasks The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified. 1. Responsible for forecasting, programming, and planning of major and minor medical technology capital requirements for UMMS. 2. Initiates and participates in meetings with executive management, clinical chiefs, physicians, department administrators and various departments/hospital staff to compile data for medical technology requirements. Develop and implement complex communication and fact-finding techniques to maximize clinician input and asset utilization while minimizing associated time and monetary commitments of the hospital. 3. Develops and prioritizes programmatic, multi-year technology requirements plans based upon clinical utilization, operational requirements and data (e.g., estimated useful life, purchase and service costs, staffing needs, projected volumes, length and types of visits, maintenance, availability, reliability, etc.). 4. In concert with other disciplines develops detailed conceptual and feasibility studies for specific medical technology initiatives, including new and replacement equipment, provides project management support to determine the viability, costs, benefits and timeline of projects. 5. Perform planning in coordination with clinical leadership and all UMMS planning functions, including strategic, clinical, space, infrastructure/building systems, telecommunications, information technology, purchasing, finance and other key decision management committees. 6. Demonstrates advanced knowledge of service contracts, service level agreements, master service agreement and other pricing agreement including: review of contract/quote documents, database requirements, verification of prices and other service needs. Works with supervisor/managers to meet all procurement contracting needs. Works with legal department for acceptable terms and conditions. 7. Maintains appropriate service contract turn-around times. Assists in the monitoring of vendor/supplier performance and expectations. 8. Assists in the preparation and submission of capital equipment and service contract requisitions with proper request forms, justifications and pricing proposals. Reviews purchase orders, order placement and verifies product and service availability and delivery timelines with vendors. 9. Develops and maintains current access to expert knowledge of evolving and emerging medical technologies and provide consultation to clinicians and leadership. Forecasts and recommends emergent technologies for consideration by UMMS leadership, consistent with the institution's mission, vision, and business objectives.
10. Maintains professional growth and development through attending in-service training, external seminars, and activities/events to keep abreast of developments in the field. 11. Demonstrates knowledge of the organization's Service and Regulatory Standards and incorporates them into the performance of duties and looks to continuously make improvements in Clinical Engineering's performance compliance. 12. Performs other duties as required. Work Experience Education and Experience 1. Bachelor's Degree in biomedical or clinical engineering, a related technical field, or a commensurate combination of education and experience is required. A Master's of Science degree in Clinical Engineering and/or Business Administration is preferred. 2. Three years engineering experience required which must include a minimum of one-year clinical engineering experience. 3. Strong experience with Lawson Procurement Suite, Microsoft Office (including Excel, PowerPoint, Visio, and Access) preferred 4. Excellent data analysis skills. Ability to work with Tableau, Wolfram Alpha and advanced Excel skills (Pivot Tables, Array Functions, V-look Ups, Index Match). 5. Ability on work on CMMS and other databases. IV. Knowledge, Skills and Abilities 1. A solid working knowledge of technology management, design, installation, and master planning is required. 2. A solid working knowledge of program management, project scheduling, and project estimating is required.
3. A solid working knowledge of medical equipment regulatory standards plus hospital design and building codes and regulations is required. 4. A solid working knowledge of information technology for clinical applications, including data storage, redundancy, backups and recovery, is required. 5. A high level of judgment, discretion, and sensitivity to confidential business and clinical issues is required. This position is responsible for coordinating key investment decision processes and an ability to demonstrate professional credibility is required.
6. Ability to develop conceptual designs and to effectively negotiate contracts/services is required. 7. Ability to perform life-cycle analysis of complex equipment before and while in service. In particular demonstrated experience in undertaking service contract/in-house maintenance assessments and asset utilization studies with eventual presentation to executive management for decision making. 8. Highly effective written and verbal communication and leadership skills are required to effectively work and interact with senior leadership, physicians, engineers, consulting firms, administration and support staff. Ability to draft technical specifications is required.
