Director III, Facilities, Maintenance, Operations, Transportation and Bond Management

$12 per hour

Hayward Unified School District

THIS JOB DESCRIPTION IS UNDER REVIEW AND WILL BE PRESENTED TO THE PERSONNEL COMMISSION ON OCTOBER 21, 2026. Under the direction of the Assistant Superintendent, Business Services, serves as the District's primary internal day-to-day lead and Owner's Representative for voter-authorized bond and capital improvement programs, while providing leadership, strategic direction, and operational integration over Facilities, Maintenance, Operations, and Transportation (FMOT). The position provides District-side leadership, oversight, and fiduciary accountability for contracted bond program management, project management, construction management, and related professional services; directs and evaluates contracted consultants to ensure project alignment with Board-authorized scopes, approved budgets, master schedules, District standards, and statutory requirements; maintains District control of capital decisions, records, systems, and institutional knowledge; and provides independent, objective analysis and recommendations to executive leadership. In addition, the Director exercises general administrative leadership over departmental operations, facilities planning, real property, fiscal administration, risk management, and labor relations, and supervises assigned management, supervisory, and classified personnel.

DISTINGUISHING CHARACTERISTICS

This senior classified management position possesses District-wide responsibility for leadership, fiduciary stewardship, policy formulation, and long-range capital planning. The incumbent is the primary internal Owner's Representative for voter-authorized general obligation bond programs, oversight of external management consultants, formal liaison duties to the Citizens' Bond Oversight Committee (CBOC), independent bond audit defense, and required institutional readiness to assume direct day-to-day bond leadership if consultant services terminate. The classification is distinguished from subordinate management classifications, specifically the Coordinator of Operations and Emergency Preparedness and the Coordinator of Transportation, by its focus on District-wide strategic leadership, capital planning, policy development, budget allocation, executive recommendations, and external consultant oversight. Routine operational scheduling, daily work-order dispatching, site-level custodial/grounds supervision, driver training, fleet maintenance logs, and field safety inspections are delegated to assigned subordinate coordinators and supervisors. RELATIONSHIP TO CONTRACTED BOND PROGRAM / PROJECT MANAGEMENT CONSULTANT The contracted bond program/project management consultant performs professional project management, controls, and construction coordination as defined in its District agreement. The Director acts as the knowledgeable District client and Owner's Representative without duplicating contracted consultant services while those services are active: Communicates District priorities, approval pathways, and decision timelines; verifies that consultants fulfill contracted scope and required service levels. Critically reviews consultant deliverables; including master schedules, cost-to-complete forecasts, cash-flow projections, risk logs, payment applications, change orders, and closeout packages; requiring supporting documentation and risk analysis before forwarding recommendations to executive leadership. Monitors consultant performance against contractual staffing commitments, metrics, and schedules; documents performance concerns and enforces corrective action plans within delegated authority. Maintains District ownership and independent access to capital records, project control systems, financial data, and correspondence, ensuring institutional knowledge remains with the District. Maintains operational readiness to assume direct day-to-day management of the bond program if contracted services expire, are terminated, or become unavailable. In such events, assumes direct leadership over project controls, consultants, contractors, and agency coordination until replacement management is established.

ESSENTIAL DUTIES

The following list of duties describes the various types of work that may be performed and the level of technical complexity of the assignment(s), and is not intended to be an all-inclusive list. Plans, organizes, integrates, and evaluates District-wide FMOT and Bond Management programs; establishes service standards, performance measures, and departmental goals aligned with District strategic priorities. Develops and recommends Board policies, administrative regulations, and operating standards governing facilities planning, construction, transportation, environmental safety, and public works. Provides independent analysis, briefings, and recommendations to the Assistant Superintendent, Superintendent, Cabinet, and Governing Board; prepares and presents Board agenda items, financial reconciliations, and capital updates. Represents the District with municipal, county, state, and federal agencies, utilities, legal counsel, community organizations, architects, engineers, and regulatory bodies. Maintains alignment between voter-authorized bond language, Board-approved project lists, facilities master plans, and project budgets; identifies scope variances requiring executive or Board review. Monitors and reconciles multi-year bond program budgets, commitments, encumbrances, cash flow, and cost-to-complete forecasts with District financial records in coordination with Fiscal Services. Serves as primary staff liaison and resource to the Citizens' Bond Oversight Committee (CBOC); coordinates meeting materials, expenditure reports, and project status updates. Coordinates support for independent financial and performance audits; validates documentation, prepares management responses, and implements audit recommendations. Oversees project closeout workflows, Division of the State Architect (DSA) certification, financial retentions, warranties, and final acceptance recommendations. Develops and maintains the District's Facilities Master Plan, integrating facility condition assessments, educational adequacy, demographic trends, and deferred maintenance strategies. Evaluates project delivery methods, architectural plans, constructability reviews, bid specifications, and contract awards in consultation with Purchasing and legal counsel. Evaluates proposed change orders, contractor claims, substitutions, and time extensions; negotiates terms and recommends approval within delegated limits. Provides analysis regarding property acquisition, disposition, leases, joint-use agreements, developer fee mitigation, and CEQA/NEPA environmental compliance. Provides general administrative direction to the Coordinator of Operations and Emergency Preparedness in leading custodial, maintenance, grounds, trades, and environmental health and safety programs; reviews higher-level operational standards. Provides general administrative direction to the Coordinator of Transportation in leading home-to-school student transit, vehicle fleet management, and crossing guard programs; addresses escalated parental/safety complaints and major contract evaluations. Develops and monitors annual operating budgets for FMOT functions; establishes internal expenditure approval controls and procurement workflows. Selects, supervises, evaluates, and develops assigned management, supervisory, and classified personnel; establishes performance expectations and conducts performance evaluations. Interprets collective bargaining agreements and Merit System rules; participates in grievance resolution, labor-management consultations, and workforce planning.
