Blu Omega is seeking a Business Analyst to support a federal program focused on public health analytics. This role operates within a hybrid environment and is responsible for requirements elicitation, process mapping, user story development, and supporting Agile delivery. The position requires experience working directly with business stakeholders in a mission-driven environment.

Program Overview The program supports public health data modernization initiatives to improve analytics capabilities for government health agencies.

Responsibilities

• Partner with business stakeholders, Product Owners, developers, and testers to understand business needs and translate them into clear, actionable requirements.
• Lead requirements gathering activities through stakeholder interviews, process analysis, use case development, and workflow analysis.
• Develop and maintain business, functional, and non-functional requirements, including system touchpoints, reporting, dashboards, data, and workflows.
• Translate business needs into user stories, technical specifications, acceptance criteria, and business rules for development teams.
• Manage requirements and backlog artifacts using Agile tools such as Jira or Azure DevOps.
• Document current and future state business processes, identifying gaps and opportunities for automation or process improvement.
• Support User Acceptance Testing by developing plans, facilitating testing sessions, documenting results, and validating solutions for deployment.
• Conduct qualitative analysis and provide strategic recommendations for system and process enhancements.
• Participate in Agile ceremonies and ensure clear understanding of requirements throughout development cycles.
• Collaborate with technical and business teams to ensure solutions meet stakeholder expectations and program objectives.

What You Bring

• 3+ years of Business Analyst experience working directly with business users.
• Proficiency in developing user stories, acceptance criteria, business rules, and requirement documentation.
• Experience supporting UAT activities, including test plan and script development.
• Strong familiarity with Agile principles, ceremonies, backlog management, and requirements tools such as Jira or Azure DevOps.
• Ability to perform requirements elicitation using various techniques, including interviews and process analysis.
• Experience documenting as-is and to-be business processes and process flows.
• Excellent communication, organizational, and problem-solving skills.
• Ability to work on-site in Atlanta, GA.
• Must be able to obtain and maintain a Public Trust or Suitability/Fitness determination.
• Bachelor's degree required.

Nice to Have

• Experience supporting public health, healthcare, or federal analytics programs.
• Knowledge of Palantir Foundry or related data technologies.
• Supporting data, reporting, or dashboard initiatives.
• Professional certifications such as CBAP, PMI-PBA, or Agile certifications.

Compensation Salary Range: $80,000.00 - $93,000.00 (based on experience and certifications)
