We are partnering with a well-established heavy civil contractor seeking an experienced Project Manager to oversee public infrastructure projects from contract award through project completion. This position focuses on highway and transportation construction, including concrete paving, barrier installation, and pavement rehabilitation for state and local agencies.

The ideal candidate has a strong background managing public works projects, understands agency specifications and contract administration, and excels at maintaining project schedules, controlling costs, and leading field teams through successful project delivery.

What You'll Do

Project Management

• Lead multiple heavy civil construction projects from kickoff through final closeout.
• Develop and manage project schedules, milestones, and short-term work plans.
• Coordinate construction sequencing, traffic control activities, and production schedules to maximize efficiency.
• Partner with field leadership to plan concrete paving operations, material delivery, and nighttime or weekend work when required.
• Coordinate subcontractors, suppliers, inspectors, and internal teams to keep projects on schedule.

Budget & Contract Administration

• Manage project budgets, forecasting, and cost reporting.
• Process RFIs, submittals, change orders, and project documentation.
• Monitor quantities, progress payments, and contract compliance.
• Negotiate pricing for change orders and additional work while protecting project profitability.
• Manage subcontractor agreements, invoices, and overall project financial performance.

Client & Regulatory Compliance

• Maintain compliance with public agency contract requirements.
• Ensure adherence to prevailing wage, subcontractor participation, and environmental regulations.
• Serve as the primary point of contact for agency representatives, inspectors, testing firms, and project stakeholders.
• Support jobsite safety initiatives and promote a strong safety culture.

Team Leadership

• Collaborate closely with Project Engineers, Superintendents, and field operations.
• Lead project meetings and maintain clear communication with all stakeholders.
• Mentor junior team members and support their professional development.
• Resolve project challenges proactively while maintaining strong client relationships.

Project Closeout

• Oversee final documentation, punch list completion, as-built records, and contract closeout.
• Ensure timely resolution of outstanding change orders and final project deliverables.

Qualifications

• Minimum 5 years of project management experience in heavy civil construction.
• Experience managing public works projects for state, county, or municipal agencies.
• Knowledge of public agency specifications, contract administration, scheduling, and cost control.
• Experience with concrete paving, pavement rehabilitation, barriers, or similar roadway construction is highly preferred.
• Understanding of prevailing wage requirements and public works compliance.
• Proficiency with Microsoft Project and/or Primavera P6, Bluebeam, Microsoft Excel, and other construction management software.
• Bachelor's degree in Construction Management, Civil Engineering, or related discipline preferred (or equivalent field experience).
• Valid driver's license and willingness to support projects that may include night work or weekend schedules.

Preferred Experience

• Heavy civil contractor experience with self-performed concrete work.
• Estimating or preconstruction experience.
• Experience on accelerated or emergency infrastructure projects.
• OSHA 30 certification and First Aid/CPR training are a plus.
