Description of Work Position number: 60013566 Salary Recruitment Range: 75,925-96,000 Salary Grade: NC22 The posting will close at 11:59 p.m. the night before the closing date. This position currently qualifies for a hybrid telework option with routine office and up to one remote workday per week. The NC Department of Insurance trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management. Primary Purpose of the Position This position is one of two Supervisors in the Division who share the Division’s supervisory duties, including the day-to-day management of the Division’s internal activities. The position is responsible for the direct supervision of four Policy and Rate Analyst I positions, one Policy and Rate Analyst II position, and one Administrative Specialist I position. Duties include planning and structuring policy form and rate approval processes; organizing work distribution for the supervised unit; and evaluating the results of the supervised unit through quality control measures. This position supervises analysts’ compliance reviews of group and non-group policy forms and rate filings for health care insurance and life, annuities, and credit life insurance. The position assists with, or obtains the Director’s guidance on, the most complex health care insurance filings. It also supervises the licensing of Third-Party Administrators (TPA), Pharmacy Benefit Managers (PBM), Pharmacy Services Administrative Organizations (PSAO), and Viatical Settlement Providers (VSP), and oversees the collection and reconciliation of license fees received. The position provides collaborative comments on relevant issues as may be presented by other Department of Insurance divisions. The position also requires, as assigned, participation in public appearances and representation of the Department on selected interagency boards and commissions. The duties and responsibilities may require work beyond the Department’s normal 8:00 a.m. to 5:00 p.m. work hours and include participation in the Department’s disaster and emergency operations plans. This position reports directly to the Life and Health Division Director/Deputy Commissioner. We are seeking an experienced Insurance Regulatory Analyst Manager to lead our regulatory compliance efforts, ensuring adherence to all applicable insurance laws, regulations, and industry standards. This role involves overseeing a team, interpreting complex regulatory requirements, and developing strategies to mitigate compliance risks. Lead, mentor, and manage a team of regulatory analysts, fostering their professional development and ensuring high-quality work output. Monitor, interpret, and disseminate information regarding new and revised insurance laws, regulations, and bulletins across all relevant jurisdictions. Develop and implement robust compliance policies, procedures, and internal controls to ensure ongoing adherence to regulatory requirements. Conduct regular compliance reviews, audits, and risk assessments to identify potential areas of non-compliance and recommend corrective actions. Act as a primary liaison with regulatory bodies, responding to inquiries, managing examinations, and facilitating the submission of required reports and filings. Provide expert advice and guidance to internal stakeholders on regulatory matters, including product development, marketing, underwriting, and claims. Oversee the preparation and submission of various regulatory filings, including market conduct reports, financial statements, and product form filings. Stay abreast of emerging regulatory trends, industry best practices, and technological advancements impacting insurance compliance. Manage and resolve regulatory inquiries, complaints, and enforcement actions efficiently and effectively. Develop and deliver compliance training programs to employees across the organization. Knowledge, Skills and Abilities/Management Preferences 7 years of progressive experience in insurance regulatory compliance, with at least 3 years in a leadership or managerial role. In-depth knowledge of state and federal insurance laws, regulations, and industry standards (e.g., NAIC, state insurance departments). Demonstrated experience in interpreting complex regulatory text and translating it into actionable compliance strategies. Proven track record of managing and developing a team of professionals. Excellent analytical, problem-solving, and decision-making skills. Strong written and verbal communication skills, with the ability to communicate complex information clearly and concisely to diverse audiences. Ability to build strong relationships with internal stakeholders and external regulatory bodies. Proficiency in Microsoft Office Suite and experience with regulatory compliance software/tools. Relevant industry certifications (e.g., CCEP, ARe, CPCU) are a plus. Bachelor's degree in business or economics or a related program from an appropriately accredited institution and five years of experience in policy and rate examinations, underwriting, claims adjusting work, or financial/marketing analysis; or an equivalent combination of education and experience.
