Duties

Help

You will serve as a SENIOR MARINE INVESTIGATOR and be responsible for providing technical expertise, advice and recommendations to the Captain of the Port (COTP)/Officer in Charge Marine Inspection (OCMI), Prevention Department Chief, and Investigations Division Chief on all aspects of marine casualty investigations; investigations of negligence, misconduct, incompetence, alcohol or dangerous drugs use, and violations of laws or regulations by Coast Guard credentialed mariners; Suspension and Revocation (S&R) proceedings; civil penalty investigations; manning of vessels; and administrative clemency matters.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

• Leads investigation team in inquiries and makes critical safety recommendations to prevent recurrence
• Manages the enforcement of subpoenas to provide documents and compel the appearance of witnesses or respondents for interviews or hearings
• Maintains oversight of on-the-job training for assigned civilian and military Marine Investigator trainees
• Engages in public speaking appearances with members of various law enforcement groups, maritime companies, ship pilot associations and local government conferences

Qualifications

To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

• Presenting information to broad audiences to include various law enforcement groups, maritime companies, ship pilot associations, courts, and local conferences
• Preparing investigative reports, briefing papers and technical analyses related to the findings of facts, conclusions and safety recommendations made related to marine casualty investigation, investigating merchant mariner negligence, misconduct, incompetence, and dangerous drug use leading to appropriate remedial MMC suspension or revocation,
• Providing technical support and training to new staff

Student Loan - Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year.
