POSITION PURPOSE: Under the direction of the HOC Program Director-Mental Health, the Licensed Mental Health Clinician Manager provides clinical leadership, supervision, and operational oversight to the mental health clinician team, serving as both the lead clinician and management support of the Healing Oaks Clinic-BPSR. This position is responsible for modeling and enforcing high standards of professionalism, ethical clinical practice, accountability, and performance excellence across clinic services. The Manager actively develops staff competency through training, coaching, and corrective intervention, ensuring that all team members consistently meet organizational, regulatory, and clinical expectations. The position supervises a Lead Mental Health Clinician, up to six Mental Health Clinicians, and up to four Student Clinical Trainees/Interns. EXAMPLES OF ESSENTIAL DUTIES: The duties listed below are intended only as illustrations of the various types of work that may be performed. Reasoning Ability:
Ability to define problems, collect data, establish facts, and draw valid conclusions; ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Experience and Training: A Master's Degree or higher in the field of Social Work, Behavioral Sciences, Psychology, or a related field and three (3) years of progressively responsible experience in a mental health setting; or an equivalent combination of training and experience. Must be able to provide clinical supervision to clinical staff.
LICENSES, CERTIFICATES & SPECIAL REQUIREMENTS: Mandatory: valid and active LMFT, LCSW, PhD or PsyD license issued by the State of California. A Valid Driver's License with current California automobile insurance; A Valid Cardiopulmonary Resuscitation (CPR) Certification; A Valid Tuberculosis (TB) test and updated every four (4) years;

Clinical Oversight & Service Delivery
- Supervises the day-to-day flow of mental health clinical services, including triage, intake, assessment, treatment planning, individual and group therapy assignments, case management, utilization review, chart review, and discharge planning.
- Maintains a limited caseload of adult clients with SMI and co-occurring disorders; conducts triages, mental health assessments, individual/group therapy, care coordination, and discharge planning.
- Ensures appropriate, timely, and clinically sound delivery of services by assigned personnel.
- Consistently role models professionalism, ethical conduct, and adherence to clinical and organizational standards in both clinic and field settings.
- Actively monitors staff performance, attendance, and professional behavior, addressing concerns promptly and effectively.
- Intervenes to correct unprofessional conduct, excessive absenteeism, and substandard performance, utilizing coaching, performance improvement plans, and progressive discipline as appropriate.
- Establishes clear expectations and reinforces accountability for productivity, documentation quality, timeliness, and engagement.
- Promotes a culture of respect, integrity, and high performance across the team.
- Provides ongoing clinical supervision, guidance, and mentorship to clinicians, lead staff, trainees, and interns.
- Conduct monthly one on ones with staff to review caseloads, productivity, and provide case consultations.
- Reviews, provides feedback on, and co-signs clinical documentation (assessments, progress notes, care plans, discharge summaries) as required, particularly for new staff and trainees.
- Designs and delivers training, coaching, and skill development opportunities to improve clinical competency, documentation quality, and service delivery.
- Identifies skill gaps and implements targeted training or corrective action plans.
- Supports onboarding and ensures new staff are effectively trained to meet program expectations.
- Assists the Program Director in preparation for and participation in Quality Assurance reviews, Facility Site Visits, Desk Reviews, and audits.
- Conducts routine chart audits to ensure compliance with documentation standards, billing requirements, and treatment protocols.
- Monitors staff licenses/certifications/annual competencies to ensure ongoing compliance.
- Tracks, analyzes, and reports program outcome data and performance indicators.
- Collaborates with the Program Director to implement program changes, policies, and procedural updates, ensuring staff understanding and adherence.
- Assists in maintaining a safe, organized, welcoming, and professional clinical environment.
- Develops, revises, and implements program policies and procedures as needed.
- Participates in on-call and weekend clinical rotation as required.
- Provides care coordination and case management within a multidisciplinary team.
- Leads discharge planning and transitions of care.
- Participates in internal and county meetings, trainings, and collaborative initiatives.
- Supports and facilitates weekly interdisciplinary team meets.
- Assists with collection, analysis, and reporting of program data, including:
- Monthly clinical updates
- Quarterly NOABD logs
- Medication monitoring reports
- Utilization Management reviews
- Participates in development and monitoring of quarterly work plans and annual service goals.
- Demonstrates and actively promotes NHA's ICARE Model.
- Supports leadership in maintaining a high-performance, accountable, and mission-driven team culture.
- Performs all other duties as assigned by the PD and General Manager of Programs and Clinics.
- Principles and practices of management and supervision, including fiscal management and contract compliance; Supervisory principles and practices;
- Counseling theory, principles and practices and consultation techniques;
- Cultural and socio-economic issues pertaining to delivery of professional services;
- Legal and ethical issues pertaining to delivery of professional services;
- Familiarity with community and agency resources to assist the mentally ill;
- Group dynamic theories and evidence based and emerging best practices;
- Normal and abnormal emotional growth and development patterns;
- Psychological and behavioral dysfunctions occurring in mental disorder or in social disorganization;
- Bio-psychosocial Rehabilitation and Recovery treatment modalities;
- Integrated Treatment and Care for individuals with co-occurring disorders;
- Diagnostic assessment and differential diagnosis using the (DSM) manual;
- Current trends and issues in the field of counseling and psychotherapy.
- Operate a computer, spreadsheet and database software applications and standard office equipment; Communicate effectively, both written and oral;
- Read and interpret data, information and documents, analyze and solve problems;
- Meet deadlines and work on multiple tasks;
- Able to work with an acute psychotic population;
- Maintain detailed client documentation;
- Provide effective supervision and training to subordinate staff;
- Exercise tact, objectivity, sensitivity, strategy and judgment in dealing with a variety of people;
- Organize, set priorities and exercise sound independent judgment within areas of responsibility;
- Establish and maintain effective working relationships with clients, family members, other professional staff and the public;
- Evidence-based practices and issues pertaining to psychosocial treatments for SUD, Motivational Interviewing, and Relapse Prevention;
- Experience working with a culturally diverse population and knowledge of cultural issues, values, & beliefs of the target population of adults w/ SMI, homelessness, co-occurring disorders, and criminogenic risks and needs, relevant to providing appropriate BPSR program services;
- Clinical assessment of clients with severe mental illness, counseling theory, and clinical care coordination principles, and best practices, cultural and socio-economic issues relevant to providing appropriate rehabilitation and recovery services to special population groups, including Latino, African American, and LGBTQIA+ communities, human behavior and the social environment;
- Exercise sound, expert independent judgment within general policy guidelines;
- Communicate clearly and concisely; operate a computer using word processing, spreadsheet, and database software applications;
- Operate standard office equipment.
