Position Overview

MCDC is seeking a Program Director – MicroLending to lead and expand its community-based microloan and economic development initiatives serving Watts and surrounding communities.

This is a build-and-lead role with direct responsibility for:

• Microloan program leadership
• Loan underwriting and packaging
• Client technical assistance
• Community outreach
• Capital readiness for underserved entrepreneurs

The Program Director will oversee the full lifecycle of client engagement—from outreach and intake through underwriting, loan preparation, funding support, and ongoing borrower success.

This role is ideal for an experienced lending, CDFI, banking, or economic development professional who can combine leadership, underwriting expertise, and community-based technical assistance.

Work Location

This is a full-time, in-person position based in South Los Angeles .

This role requires a consistent on-site presence to support staff, work directly with small business clients, and engage in community-based activities. As a result, this position is not structured for remote work.

Candidates should be comfortable working in an office setting and actively participating in in-person meetings, outreach, and program operations.

Key Responsibilities

MicroLending Program Leadership

• Lead implementation and ongoing management of MCDC’s microloan and access-to-capital programs
• Build and refine lending systems, workflows, and client service processes
• Ensure strong execution, measurable lending outcomes, and operational accountability

Loan Underwriting, Packaging & Lending Operations

• Oversee front-end and back-end microloan processes
• Conduct or supervise:
• • Loan intake
  • Credit analysis
  • Financial statement review
  • Cash flow analysis
  • Underwriting
  • Risk assessment
  • Loan packaging
  • Document collection and file completion
• Assist entrepreneurs in preparing complete, finance-ready loan applications
• Guide underserved entrepreneurs through documentation, financial readiness, and eligibility barriers
• Coordinate with lending partners and capital providers
• Support portfolio management, borrower monitoring, and long-term client success

Technical Assistance & Capital Readiness

• Provide or oversee one-on-one advising related to:
• • Business planning
  • Financial literacy
  • Bookkeeping
  • Cash flow management
  • Credit improvement
  • Loan readiness
  • Capital strategy
• Help entrepreneurs transition from informal or underprepared business models into financeable enterprises

Team Management

• Hire, train, and supervise program staff
• Set performance goals and accountability standards
• Maintain a mission-driven, high-performing team culture

Outreach & Community Engagement

• Drive proactive outreach, including direct in-person community engagement
• Build referral relationships with community organizations, workforce programs, and strategic partners
• Develop and maintain a strong pipeline of microloan and technical assistance clients

Performance, Compliance & Reporting

• Track outcomes including:
• • Loans deployed
  • Capital accessed
  • Clients served
  • Jobs created/retained
  • Portfolio quality
• Ensure compliance with lending guidelines, grant requirements, and reporting obligations
• Oversee CRM systems and operational reporting

Financial Oversight

• Manage program budgets, lending capital utilization, and deployment goals
• Monitor reimbursement timelines and sustainability strategies
• Support long-term growth of MCDC’s lending platform

Qualifications

Required:

• 5+ years experience in microenterprise lending, microfinance, CDFI, banking, underwriting, or economic development
• Demonstrated expertise in:
• • Loan underwriting
  • Loan packaging
  • Credit analysis
  • Financial statement review
  • Small business technical assistance
• Strong understanding of barriers to capital in underserved communities
• Experience managing programs and/or staff
• Ability to combine strategic leadership with direct client engagement

Preferred:

• Experience with:
• • Microloan funds
  • CDFI lending
  • SBA lending
  • Community development finance
• Bilingual (English/Spanish)
• Familiarity with CRM systems, compliance, and grant-funded programs

• Microloan and technical assistance systems fully operational
• Strong borrower pipeline established
• Lending and underwriting workflows functioning effectively
• Borrowers actively progressing through capital readiness stages
• Early deployment and client service targets on track
