Job Summary Review and approve plats and engineering plans to ensure compliance with the city’s codes, ordinances, and construction standards. Essential Functions Perform project coordination, oversee permitting processes, and maintain open communications for various infrastructure and related construction projects occurring within the City; facilitate communication and collaboration between departments, contractors, and other project personnel; conduct and facilitate meetings to address problems, encourage successful project implementation. Facilitate and oversee the successful delivery of accurate building inspection review and permitting process; lead and supervise plans examiners and demonstrate knowledge in engineering, zoning, permitting, and related fields. Coordinate team review meetings that review multi‑million dollar utility infrastructure projects; consult on plan reviews, explain related codes and ordinances, and provide conflict resolution; coordinate various testing and evaluation prior to project implementation to ensure uninterrupted services. Provide guidelines for project reviews by setting schedules and expectations of staff; meet with assigned staff daily and weekly on project issues; train and provide direction on challenging or complex coordination issues; respond to inquiries regarding contract procedures or status of current projects and work with staff to maintain strong communication between all parties. Review plans and plats for zoning compliance; verify the plan zoning, research previous plans, analyze plans against ordinances, and ensure appropriate approvals; supervise the issuance and administration of permits in accordance with approved associated plans; serve as a member of the Plat Committee and assist surveyors and engineers with requirements for plat release and acceptance. Review, evaluate, and ensure contract compliance with all City standards for private development contracts; manage insurance documents and other related forms; check that all contract values match the scope of engineering plans; evaluate contracts for water/wastewater, paving or drainage, and other infrastructure related contracts. Research and coordinate funding sources for all projects ensuring a seamless production from start to completion; calculate and create POSSE invoices for inspection fees, acreage fees, and other fees ensuring timely payment for uninterrupted project progress. Transfer and coordinate funding within the Capital Improvement Management Information System from Council‑approved blanket accounts into individual project accounts; develop and create capital funding requests for qualifying projects and create payment authorization memos for signature. Conduct and attend various meetings to discuss construction related issues, concerns of project implementation, layout of new utilities and infrastructure, and to ensure collaboration and effective project coordination between all necessary parties. Perform any and all other work as needed or assigned. Knowledge & Skills Knowledge of plan review, plan development, and plan approval process. Knowledge of project coordination and implementation. Knowledge of permitting and construction processes. Knowledge of general marketing and related project activities. Knowledge of utility infrastructure development. Ability to interpret City ordinances, rules, standards, and protocols. Ability to read and interpret blueprints and other schematics. Ability to provide leadership and training to lower‑level subordinates. Ability to manage multiple projects across the City. Ability to create accurate and complex reports and project documentation. Ability to provide exceptional customer service and interaction. Communicating effectively verbally and in writing. Establishing and maintaining effective working relationships. Minimum Qualifications Education: Bachelor’s degree in business, public administration, engineering, architecture, or construction management. Experience: Two (2) years of experience in any of the following: managing construction‑related activities; designing and/or coordinating capital improvement projects; preparing/monitoring/administering/negotiating contracts for public sector projects, engineering projects, building construction projects, or other construction‑related projects. One (1) year of experience with supervisory/project management responsibilities is also required. Equivalency: High school diploma or GED plus six (6) years of the required experience including one (1) year supervisory/project management responsibilities; an associate’s degree plus four (4) years of the required experience including one (1) year supervisory responsibilities; a bachelor’s degree in a non‑specified field plus four (4) years of the required experience including one (1) year supervisory responsibilities; a master’s degree in a specified field plus one (1) year of the required experience including one (1) year supervisory responsibilities. Licenses & Certifications Certified Construction Manager or Certified Project Manager are a plus. Salary Range $62,379.20 – $76,585.60 per annum.
