Hiring Salary Range: $104,600.00 - $130,700.00. This range represents the hiring range. Salaries are determined individually depending on skills and experience. Job Summary The Manager Safety & Compliance is responsible for driving all aspects of safety and compliance across CN’s dock and transload properties and automotive business units. The role assesses the safety culture of each location and develops short, medium, and long‑term plans to improve safety culture from leadership, training, and technology perspectives. The manager requires strong business acumen, understanding of multiple commodities and dangerous goods, and how to move/transload products safely and efficiently. Understanding existing processes, systems, culture, training programs, and compliance requirements across multiple provincial, federal, and state jurisdictions is also a key responsibility. The incumbent will participate in integrated audits of safety processes and field execution of CN’s Safety Management System (SMS) and local safety action plans to ensure compliance. The role requires exemplary communication skills, accident and incident reporting proficiency, and integrity in reporting all corporate safety data through monitoring and auditing the safety performance data. The position will interact with safety and health committees and support regional distribution services in driving safety initiatives. Main Responsibilities Develop Safety Initiatives & Training Facilitate numerous safety initiatives across multiple locations with differing characteristics, commodities (incl. dangerous goods), and risk exposures to drive safety performance and support regions/functions. Manage projects through to completion and implementation in the field. Monitor adherence to safety and compliance standards (including federal and state/provincial jurisdictional requirements) as established by operating companies, interfacing with regional managers to drive compliance. Analyze safety data to identify trends, exposures, or opportunities. Drive and participate in integrated audits (safety and rules compliance) and reports. Provide information to the chief operating officer, vice president of safety, and other senior executives relative to safety performance. Manage and oversee the quality of safety engagements for the transload and dock operations (~300 employees across ~30 locations throughout North America). Develop and conduct safety training tailored to locational requirements. Safety Culture & Compliance Develop short, medium, and long‑term plans to drive sustainable changes to the safety management programs of docks, transloads, and automotive units. Ensure the Hazard Prevention Program (HPP) regulation is compliant with municipal and federal regulations and communicate the information to ensure employees understand the program. Validate that safety plans are defined and employees are aware of their respective facility plans. Engage with union members and union leadership on safe work practices and policies. System Management of Safety Data Information Produce regular business and corporate safety data. Undertake projects that involve interfacing with IT to support system changes, enhancements, and requirements. Conduct safety tests, develop, and improve safety procedures in the Safety Management System. Update governance reports based on input and feedback from user groups. Develop, implement, and support the field use of the Safety Management System. Ensure the safety intranet development is regularly updated. Ensure the emergency response plan is compliant and properly in place. Stay informed on updates regarding fall protection coverage, WHMIS, and contractor safety. Coordinate injury reports with the appropriate people. System Safety Liaison Participate quarter‑ly with safety and health committees. Working Conditions The role is performed in a combination of office and outdoor environments with varying weather conditions. A regular workweek is Monday to Friday, but the role requires being available on‑call 24/7 to respond to critical incidents. The role requires extensive travel (up to 50%) within the United States and Canada and must meet tight deadlines while handling pressure and ambiguity. Requirements Experience Minimum 7 years of relevant field experience. Experience with emergency response/spill response. Experience in project management. Experience in managing professional consultants. Experience with contaminated sites management. Experience in operating and capital budget forecasting, planning, and management. Experience with Railway Operating Rules. Any experience above is considered an asset. Education/Certification/Designation Engineering degree or Bachelor of Science degree, preference for environmental science or environmental engineering. Post‑secondary education in safety or industrial hygiene. Industrial hygiene certification. Any designation above is considered an asset. Competencies Follow safety procedures, information security instructions, and ESC principles to lead by example. Address risks in a timely manner to eliminate them. Improve processes continuously to enhance safety, security, and reduce CN’s environmental footprint. Influence others with impactful communications and adapt well to audience. Collaborate with key internal stakeholders to enable higher productivity. Apply analytical thinking to make recommendations that pursue sustainable performance. Innovate to create value without compromising safety. Be accountable to meet performance expectations. Communicate effectively both orally and in writing in French. Any skills or attributes above are considered an asset. Technical Skills/Knowledge Project management. Strong capability to prepare reports, procedures, and standards. Ability to use CN systems to extract safety data and identify trends, including SAP and Business Warehouse. Knowledge in technical safety. Ability to interpret safety reporting criteria as defined by FRA reporting guide. Produce quality and timely data reports. Strong Excel knowledge. Knowledge of Canadian Transportation of Dangerous Goods Regulation. Involvement in a safety committee. Any knowledge above is considered an asset.
