Homeless Outreach and Encampment Response Manager - Limited Term

Description The Human Services Agency (HSA) of the County of San Mateo is seeking qualified candidates for the position of Homeless Outreach and Encampment Response Manager to manage the County’s homeless outreach programs (~$17M) which encompass Homeless Outreach Teams (HOT) and Encampment Resolution Fund (ERF) field teams. The Manager will oversee grant implementation and coordinate county programs and community-based contracted partners in their work to achieve the ERF and HOT grant/contract performance goals. In addition, the Homeless Outreach and Encampment Response Manager will build the structure of the service delivery system, coordinate, track and report grant progress, and build relationships with county departments, community partners, city leaders, and State representatives to provide a robust overall implementation and reporting structure to achieve grant goals. This position will be responsible for reporting to high level executive County leadership and to the State on project goals and milestones, and responsible for establishing frequent communication channels for all levels of the project. The current opportunity is in the HSA’s Center on Homelessness Branch. The Homeless Outreach and Encampment Response Manager will work jointly with the Fiscal as well as the Contracts & Grants Teams to be the County’s liaison with the State Department of Housing and Community Development and will monitor program activities administered on behalf of San Mateo County and report outcomes to agency, state, and community wide stakeholders. Examples Of Duties (Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that a qualified employee can perform the essential functions of the job) Responsibilities Project Management Project planning and oversight for a variety of projects related to ERF and HOT implementation and performance goals. Responsible for Program Reporting to internal and external partners, including submission of State reports. Participate in State and County meetings, communicate and share information with partners and stakeholders. Communications with County Leadership, the State and all partners. Monitor contracts with community-based organizations for program and contractual compliance. Track compliance with program implementation. Write and implement program policies and procedures for county partners to adhere to during project implementation and project ramp down. Oversee coordination of related homeless services, such as homeless outreach programs. Write and implement project communication strategies. Develop course correction if project target projections are not on course. Seek and incorporate feedback from key stakeholders including people with lived experience of homelessness, County leadership, and service providers. Data Management and Presentations Develop and deliver public presentations on grant progress. Ensure data dashboards are up to date. Conduct data analysis, trend analysis and presentations. Prepare summary reports for dissemination. Closely monitor service delivery and outcome data, and monitor against grant goals. Coordination of Local ERF Grant and HOT Contract Partners Create and implement an appropriate committee structure to support collaboration and communication among key stakeholders. Lead and facilitate committee meetings. Prepare meeting agendas, and follow-up on action items to build strong communication structures. Establish and maintain strong collaborative relationships with community partners, contracted service providers, County programs involved in ERF, HOT, and other stakeholders. Provide technical assistance to providers regarding service standards, best practice models, data quality, and program performance. Community Outreach and Communications Prepare and deliver presentations. Collaborate with other County departments and local partners. Establish communication channels for all ERF and HOT partners. Represent the County in community meetings and state meetings. Staff Supervision This position will supervise Human Services Analyst II staff. Provide supervision, direction, training, coaching and support to direct reports and to other staff working on related projects. Perform related duties Additional duties related to a Management Analyst classification. The Ideal Candidate Will Possess The Following Four or more years of experience in the field of homeless or housing programs, behavioral health, public health, or a related field. At least two years of supervisory experience. Significant experience in contracting with community-based organizations for homeless services or similar safety net services. A commitment to improving the lives of vulnerable individuals and families and supporting the community. Excellent interpersonal, collaboration, oral and written communication skills. A proven ability to work with a variety of stakeholders, with a track record of excellent follow through and problem-solving ability. Working knowledge of social and economic issues relevant to low-income populations and communities, especially homeless crisis response systems and safety net services. Understanding of the national landscape of homelessness assistance programs and social sector is strongly preferred, including knowledge of federal and state rules and regulations related to homeless services, evidence-based or promising practices related to homelessness prevention, assistance. Significant experience in grant administration, contract development and monitoring, and reporting. Demonstrated experience in project management. Experience in the use of data in performance improvement, evaluation of outcomes, and internal and external data development and analysis. Strong interpersonal, facilitation, analytical, public speaking, problem solving skills. Excellent oral and written communication skills. Collaborative and able to build and maintain strong relationships with community-based organizations and other partners. Flexible, deadline-driven, and customer service oriented. Excellent organizational skills in handling multiple and competing priorities. Proficiency in computer systems and applications, such as Microsoft Windows and the Microsoft Office suite (Microsoft Word, Excel, and PowerPoint). Ability to work independently with minimal supervision and instruction, as well as collaboratively as part of a team. Culturally competent in working with diverse communities. Note: This is a limited-term, at-will assignment. Limited term employees are assigned to assignments not to exceed three years. Principles and practices of contract administration and evaluation. Recent and on-going developments, current literature, and sources of information related to the operations of the assigned department. Record keeping principles and procedures. Modern office practices, methods, and computer equipment. English usage, grammar, spelling, vocabulary, and punctuation. Techniques for dealing effectively with the public, vendors, contractors, and County staff, in person and over the telephone. Techniques for effectively representing the County in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations. Education And Experience Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to graduation from an accredited four‑year college or university with major coursework in business or public administration, economics, planning, finance, or a related field, and five (5) years increasingly responsible professional administrative and analytical experience in municipal government, including experience in budget, strategic planning, policy analysis, and organizational development.
