About this Role

Under the direct supervision of Personnel Program Manager I, the Analyst IV works independently with state employees to help them manage their 401(k) and 457(b) plan accounts and provide detailed information to help them prepare for retirement.

The Analyst IV is responsible for interpreting and explaining complex laws and regulations that are continually evolving. Including, but not limited to: the Internal Revenue Code, federal regulations, Labor Code, and state laws governing the administration of Savings Plus to HR personnel, state employees, and retirees. The Analyst IV is responsible for managing complex projects, assignments, and trainings to support Savings Plus. The Analyst IV is one of the prime resources statewide for State of California employees and Savings Plus participants to interact with and is responsible for providing expert financial information and guidance about retirement planning and financial wellness. This position covers all of California, there will be an assigned territory that will be reviewed as part of the overall team approach and is subject to change based on state coverage needs.

Working Conditions

This position may be eligible for a telework opportunity in accordance with departmental policies and operational needs. Employees are currently required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Additional in-office days may be required based on operational needs.
Personal Leave Program: Effective July 1, 2025, state employees are subject to temporary salary reductions ranging from 2% to 4.62% in exchange for Personal Leave Program (PLP) hours. Please note that the salary ranges listed in this Job Control may not reflect these reductions associated with the 2025 Personal Leave Program. Please follow the link for more information regarding the 2025 Personal Leave program:

Merit Salary Adjustment (MSA): Every seven (7) - twelve (12) months depending on the position and based on performance, employees may receive a 5% salary increase until they reach the maximum salary of the position.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge of tax-advantaged retirement savings programs, IRS regulations and investments
• Undergraduate or advanced degree in finance, economics or other technical field
• One to three years of experience as a trainer, preferably with a financial institution
• Experience creating presentations and materials on a variety of financial topics
• Ability to gather, analyze and report on a wide variety of investment, financial and statistical data
• Ability to assess the needs of state employees, retirees and HR personnel
• Ability to convey complex information in way that people can understand
• Excellent communication skills, both verbal and written
• Excellent planning and time management skills
• Excellent customer service skills
• Excellent attendance, dependable, and strong work ethic
• Understanding of principles, practices, and objectives of current adult learning theory
• Advanced skills in PowerPoint and proficiency in Word, Excel, and Outlook
