We are looking for passionate, driven educators and staff who share that belief people who are rooted in purpose, inspired by possibility, and ready to grow alongside us, because here, we grow!Primary Purpose: This position is responsible and accountable for contributing to the optimum utilization of the Bethel Park School District's financial operations to meet the goals and philosophy of the District, through the development and the direction of the implementation of financial policies and programs within applicable state federal constraints. Administers and oversees personnel operations, provides leadership, consulting and serves as a resource by evaluating and ensuring compliance with state and federal employment regulations as well as the PA Department of Education.Essential Functions: Attend all committee and public board meetings unless excused by the Superintendent. Have all legal notices and public advertisements prepared and posted. See that the monthly financial report is prepared and distributed to the Board of School Directors. Supervise the processing of all official documents and direct the use of the official seal. Establish with the Superintendent, Board, and administrative staff, the School District budget and then oversee that budget to assure conformance to it. Prepare and Submit the PDE-2028 Prepare, issue and maintain reports, analyses and interpretations of all of the District's accounts and performance against the budget. Initiate, develop and recommend those accounting, auditing, budgeting, procurement, policies and procedures that are necessary for fiscal control of the budget as approved by the Board of School Directors. Prepare Act 1 index calculations and tax resolutions in accordance with Act 1 Manage real estate tax collections and coordinate with tax collectors Analyze assessment appeals and financial impact of refunds Act as supervisor for: the Business Office staff. Oversee procurement processes in compliance with the PA Public School Code Manage bidding processes and contract awards Supervise payroll processing and ensure compliance with all applicable laws and contracts Ensure timely and accurate reporting to Pennsylvania Public School Employees' Retirement System Study the financial and potential financial needs of the School District and relate this to potential income with particular attention to state and federal subsidies. Advise all negotiating teams as it relates to financial matters. Participates in the collective bargaining processes for the purpose of negotiating the District's union contracts. Maintains Prosoft security. Right to Know Officer. Performs such other duties, responsibilities, and special projects as assigned by the Board of School Directors, the Superintendent or their designee.Additional Duties: Performs other related duties as assigned and in accordance with school policy, administrative regulations, state, and federal laws.Equipment: Uses standard office equipment such as personal computer, scanner, copy machine, fax machine, telephone.Work Schedules: Twelve months per year, standard manager schedule as needed to successfully meet management goals and objectives, manage department, and meet employee and client needs.Knowledge, Skills and Abilities: Ability to work as a member of a team Strong communication skills Must be courteous Ability to work in an environment with frequent interruptions Ability to operate office equipment Ability to use computer technology efficiently Ability to follow written and verbal directions Ability to complete assigned tasks with minimal supervision Ability to read, write, and do complex computations Ability to use correct grammar, sentence structure, and spelling Ability to organize office setting to efficiently accomplish tasks Ability to work independently and make work-related decisions Ability to exercise good judgment in prioritizing tasks Ability to communicate effectively at all organizational levels Ability to deal with problems and resolve Ability to communicate clearly and concisely, both orally and in writing. Typical qualifications would be equivalent to: A Bachelors degree or higher in School Finance, Economics, or Education Administration. A working experience in school finance, school law, transportation, and school administration including budgeting, insurance. A broad working knowledge of the school system. Ability to demonstrate leadership and communicate with people both within and outside the school district. Such alternatives to the above qualifications as the Board may find appropriate and acceptable.Salary: We have established a salary range of $135,000 - $155,000. The final offer will be commensurate with the candidate's professional background and expertise.
