The Sr. Supply Chain Program Manager (SCPM) is a leadership role within the Supply Chain function, reporting directly to the Advanced Compact EW Solutions (ACES) Supply Chain Director. The successful candidate will provide leadership and guidance to a team of 2-3 and will be responsible for maintaining the appropriate staffing to support subcontract and material management requirements. This role operates as an extension of the portfolio director (PAD) and is responsible for managing Supply Chain performance (cost, schedule, quality & technical) with support from a cross-functional integrated product team (IPT). In this role you will: Be accountable for all purchased material, both subcontract and purchase parts, for all programs within 1 of 3 ACES portfolios
Manage the execution of critical subcontracts for materials, equipment, supplies, and services of a highly specialized and complex nature through all phases of the program lifecycle.
· Evaluate, negotiate, and manage assigned subcontracts to perform to each project’s specifications, quality, budget, schedule and earned value requirements to include the timely delivery of all deliverables required to fulfill the subcontract.
· Author, manage and influence critical path releases of Statements of Works (SOWs) and plans to align with required schedules and subcontractor lead times
· Deliver quality customer service to both internal and external customers and foster and maintain good supplier relationships, while driving a Zero Defect mindset with suppliers.
· Participate in the support of new business and in the development of financial plans for the company, as it pertains to the planned outsourced portion of the project(s). Who you are:

· Able to work independently, as well as manage dynamic cross-functional program teams on all subcontract related issues.
· Must be able to assess, prioritize, drive issues to closure and be assertive when required.

· Exhibits best practice work habits and collaborates with other subcontract team members to promote operational excellence and completeness.
· Models and demonstrates strong leadership in ethics, safety, corporate responsibility, and security.
Required Education, Experience, & Skills Basic Qualifications:
· Ability to travel approximately 10% of the time
· Bachelor’s degree in a related field of study
· Experience in Subcontract Management, Project Management or Program Management
· Strong demonstrated negotiation skills and strategies
· Experience in new business capture to include proposals
· Experience developing long-term strategies and tactical plans to achieve enterprise objectives.
· Successful, proven record of leading and managing multi-discipline project teams
· Strong interpersonal skills with a focus on relationship building, leading through influence, and the ability to effectively communicate (verbally and in writing) at all levels
· Ability to develop plans specifying goals, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources
· Experience with scope management and cost estimating, including estimate to complete/estimate at completion (ETC/EAC) processes.
· Ability to communicate with senior management regarding subcontract performance status (cost / schedule / resources / risk) as well as performance to financial objectives
· Experience communicating externally either with customers or suppliers
· Strong technical and business acumen Preferred Education, Experience, & Skills Desired Qualifications:
· Bachelor’s degree in Supply Chain Management, Engineering or Operations
· Master’s Degree in Engineering and/or Business Administration
· Prior experience as a project manager
· Experience leading cross-functional teams Integrated Product Teams (IPTs)
· Program Management Institute’s (PMI) Program Management Professional (PMP) certification
· Demonstrated Risk Management experience
· Experience with information systems such as Oracle
· Knowledge of acquisition policies and procedures with associated knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR)
· Significant experience managing the development and compliance of requirements (SOWs, specifications, contractual terms, etc.)
· Strong organizational skills to handle many overlapping projects simultaneously Pay Information
Full-Time Salary Range: $149603 - $254317 Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
