Location 320 S. 5th Street,Louisville, KY, 40202,United States Base Pay $57,000.00 - $69,000.00 / Year Employee Type Exempt - FT Required Degree 4 Year Degree Manage Others No Job Title: Recruitment Specialist Department: Human Resources Reports To: HR Operations Manager FLSA Status: Exempt Salary Range: $57,000 - $69,000 annually Position Summary The Recruiter is responsible for managing the full-cycle recruitment and selection process for the Louisville Metro Housing Authority (LMHA). This position partners with hiring managers to attract, source, and hire qualified candidates while ensuring a positive candidate experience and compliance with all applicable employment laws and organizational policies. The Recruiter oversees recruitment marketing, job postings, applicant screening, interview coordination, pre-employment activities, and hiring metrics. This role utilizes UKG Recruiting to manage applicant tracking and recruitment workflows while supporting LMHA's workforce planning and talent acquisition strategies Essential Duties and Responsibilities Manage the full-cycle recruitment process from approved requisition through accepted job offer. Collaborate with hiring managers to understand staffing needs and develop effective recruitment strategies. Create, post, and manage job announcements through UKG Recruiting and other approved recruitment platforms. Develop recruitment marketing strategies to attract diverse and qualified candidate pools. Source candidates through job boards, professional associations, networking events, community organizations, educational institutions, employee referrals, and social media platforms. Represent LMHA at career fairs, job fairs, hiring events, and community outreach activities to promote employment opportunities. Review employment applications and screen candidates based on minimum qualifications and position requirements. Conduct initial phone screenings and coordinate interviews with hiring managers and interview panels. Prepare interview schedules, candidate packets, interview questions, and evaluation forms. Serve as the primary point of contact for applicants throughout the recruitment process and provide timely communication regarding application status. Coordinate and facilitate interview logistics, including virtual and in-person interviews. Conduct reference checks, employment verifications, and coordinate background checks and drug screenings. Prepare conditional and final employment offers in collaboration with the HR Operations Manager and HR Director. Coordinate new hire start dates and communicate hiring decisions to appropriate stakeholders. Partner with the HR Assistant, HRIS Coordinator, Benefits Coordinator, Payroll, Information Technology, and hiring departments to ensure a smooth transition from recruitment to onboarding. Maintain accurate applicant records and recruitment documentation within UKG Recruiting. Monitor recruitment activity to ensure compliance with established hiring timelines and service level expectations. Prepare and analyze recruitment reports, including time-to-fill, time-to-hire, vacancy rates, applicant flow, source effectiveness, and other recruitment metrics. Recommend improvements to recruitment processes and candidate experience. Ensure compliance with all federal, state, and local employment laws, Equal Employment Opportunity (EEO) guidelines, and LMHA policies. Assist with internal recruitment, promotions, transfers, and succession planning initiatives. Participate in special projects and perform other related duties as assigned. Minimum Qualifications Education Bachelor's degree in Human Resources, Business Administration, Public Administration, Communications, or a related field. Experience Minimum of two (2) years of professional recruitment or talent acquisition experience. Experience using an Applicant Tracking System (ATS); UKG Recruiting experience preferred. Preferred Qualifications Experience recruiting in the public sector, housing authority, government, or nonprofit environment. Knowledge of employment laws and Equal Employment Opportunity (EEO) regulations. Experience planning or participating in career fairs and recruitment marketing initiatives. Professional certification such as SHRM-CP, PHR, or AIRS certification is preferred. Knowledge, Skills, and Abilities Knowledge of recruitment and selection best practices.
