This role sits at the intersection of Agile delivery leadership, healthcare IT transformation, and large-scale portfolio governance within a highly regulated Medicaid environment. You will oversee the intake, prioritization, and execution of a broad portfolio supporting 100+ team members, ensuring alignment with state and federal Medicaid objectives. The position plays a key role in driving Agile maturity across multiple teams while improving operational efficiency, delivery predictability, and business value. You will partner with executives, program leaders, and technical teams to ensure transparency, governance, and strategic alignment across all initiatives. The environment is fast-paced and mission-driven, focused on improving outcomes for vulnerable populations through technology. This is a high-impact leadership role where your decisions directly influence program performance and service delivery at scale.
Accountabilities:
In this role, you will be responsible for leading portfolio governance, Agile execution, and strategic alignment across MMIS Medicaid initiatives. You will ensure that work is effectively prioritized, delivered, and continuously improved across multiple Agile teams operating in a complex healthcare environment. Key responsibilities include:
- Managing portfolio intake, prioritization, and resource allocation using Agile demand management practices
- Leading the implementation and maturity of Agile frameworks (Scrum, Kanban, SAFe) across multiple Medicaid-related teams
- Ensuring compliance with Medicaid regulations, CMS guidelines, and state-specific requirements throughout delivery cycles
- Driving continuous improvement initiatives using Lean methodologies, value stream mapping, and productivity optimization techniques
- Developing and maintaining executive-level dashboards, KPIs, and performance reporting for leadership visibility
- Facilitating portfolio reviews, governance meetings, audits, and coaching sessions for delivery teams
- Overseeing incident, problem, and root cause analysis processes within the MMIS ecosystem
- Collaborating with executives, state agencies, and stakeholders to communicate portfolio health, risks, and strategic recommendations
Requirements:
This position requires extensive experience in portfolio or program management within large-scale healthcare IT or MMIS Medicaid environments, along with strong Agile leadership capabilities. The ideal candidate is highly strategic, data-driven, and skilled at managing complex stakeholder ecosystems. Key qualifications include:
- 7+ years of experience in portfolio, program, or project management in MMIS Medicaid or healthcare IT environments
- Proven experience managing large Agile organizations with 100+ team members
- Strong understanding of Medicaid regulations, CMS guidelines, and MMIS operational frameworks
- Expertise in Agile methodologies (Scrum, Kanban, SAFe) and Lean/continuous improvement practices
- Experience building executive dashboards, KPIs, and performance reporting systems
- Strong stakeholder management skills, including collaboration with state agencies and executive leadership
- Ability to drive cross-functional alignment in complex, regulated environments
- Excellent communication, leadership, and facilitation skills
