POSITION SUMMARY: The Housing and Resource Navigator (HRN) ensures compliance with City and County of San Francisco funding requirements, including contracts with the Mayor's Office of Housing and Community Development (MOHCD) and the Department of Disability and Aging Services (DAS). The Manager ensures timely service delivery, accurate documentation, and alignment with grant deliverables, while supporting program evaluation and continuous improvement.

The HRN is responsible for Openhouse's housing navigation and resource referral services for LGBTQ+ older adults and adults with disabilities. This role manages data collection and input from housing navigation intakes, housing action plans, and follow-up calls into internal and external databases.

The Housing and Resource Navigator collaborates with the Housing and Resource Navigation Team, Community Support Services staff, and external partners to ensure contract deliverables are met.

They provide trauma-informed housing counseling during a four-hour drop-in clinic every Tuesday.

In one-to-one housing counseling sessions, the HRN provides an overview of housing availability, review screening criteria for affordable housing, including income eligibility requirements, credit check, and criminal background check. The HRN advocates, as needed, directly with landlords, property management, and housing agencies on behalf of community members; or identifies appropriate advocacy services such as Tenant's Rights, Eviction Defense Collaborative, or other legal resources.

ESSENTIAL FUNCTIONS

1. Housing Navigation, Workshops & Community Engagement

• Delivery of two to four housing workshops and education sessions monthly.

• Research for monthly housing resource lists.

• Support community outreach and engagement efforts related to housing access.

• One-to-one housing counseling sessions with community members developing housing search plans, contacting landlords/property managers, and navigating available resources.

• Completion of applications and appeal assistance as needed.

2. Client Follow-Up, Advocacy & Case Monitoring

• Ensure ongoing follow-up with clients to monitor housing search progress and service utilization.

• Support advocacy efforts with landlords, housing providers, and service agencies as needed.

• Ensure documentation of client interactions and outcomes in required systems.

• Promote removal of barriers to housing and service access.

3. Documentation, Reporting & Contract Compliance

• Ensure timely and accurate data entry into internal and external systems.

• Prepare and review reports required by MOHCD, DAS, and other funders.

• Contribute to refinement and growth of housing and resource programs.

4. DAS / MOHCD / City Contact Compliance

This position is supported in whole or in part by City and County of San Francisco funding and must comply with all applicable federal, state, local, and contractual requirements.

The HRN is responsible for:

Ensuring program compliance with MOHCD and DAS requirements

• Maintaining timely documentation

• Meeting reporting and performance benchmarks

• Participating in required trainings and contract-related activities

• Employment in this role is dependent upon continued funding and programmatic need.

NON-ESSENTIAL FUNCTIONS

• Participate in community events and organizational initiatives

• Provide coverage or support during staffing shortages

• Other duties as assigned

MINIMUM QUALIFICATIONS

These are baseline requirements necessary to perform the essential functions.

• Demonstrated experience in housing navigation, or social services.

• Knowledge of housing systems, social services, or public benefits programs.

• Strong organizational, communication, and problem-solving skills.

• Experience managing data, documentation, and reporting requirements.

• Ability to work collaboratively across teams and with external partners.

• Ability to maintain confidentiality and exercise sound judgment.

• Proficiency with Microsoft Office and ability to learn database systems.

• Fluency in English

PREFERRED QUALIFICATIONS

• Knowledge of San Francisco housing systems and resources.

• Familiarity with MOHCD, DAS, or similar public funding systems.

• Experience facilitating workshops or community education sessions.

• Multilingual skills.

• Experience working with older LGBTQIA2S++ adults or equivalent experience working with other populations with unique socialization and service needs including but not limited to dementia and Alzheimer's disease, behavioral health, caregiver wellness, traumatic brain injury, etc.

• Sensitivity to and knowledge of the unique life experiences, challenges, and strengths of the communities supported by Openhouse's mission.

LICENSURE, DRIVING & BACKGROUND REQUIREMENTS

PHYSICAL & WORK ENVIRONMENT REQUIREMENTS

• Ability to travel throughout San Francisco

• Ability to engage and communicate with Community Members

• Ability to operate a computer and office equipment up to 8 hours per day

• Ability to work in a shared office environment

• Full COVID vaccination required (or approved accommodation).

EXPECTED WORKING CONDITIONS:

• Must be able to travel locally to meet with clients offsite.

• Must be able to operate a computer and other common office machinery such as a copier/printer up to eight hours/day daily.

• Must be able to work in a shared office space, with moderate levels of noise.

• Ability to safely operate a motor vehicle and transport clients in a respectful, trauma-informed, and culturally responsive manner.

• Ability to assist clients entering and exiting a vehicle when appropriate (within safe practice limits).

• Ability to travel throughout San Francisco and surrounding areas as needed.
