Portfolio Analyst

Medical Device Company is seeking a Portfolio Analyst to support federal accounting functions on a Contract to Hire basis. The position requires U.S. citizenship or permanent residency, and no H1B visas are accepted. Work location is San Diego, CA with a hybrid schedule (some days in the office) and starting hours at 7:00 or 7:30 a.m. Responsibilities Manage federal accounts: receivable balances, invoice submission, collections, reconciliation, and problem resolution. Collaborate with Contracting, Credit, Billing, Database, Asset Management, and Accounts Receivable teams to identify and resolve payment issues. Provide customer assistance for invoice queries and account balances. Submit invoices electronically via the appropriate federal portals (ECAT, WAWF, Tungsten, IPP, etc.) and prepare manual invoices following SOX protocol. Verify invoice terms, performance dates, funded amounts, and compliance with invoicing requirements. Conduct collections calls/emails, document collection activity, and report status to management. Investigate and resolve open receivable balances, including aging analysis and escalation of delinquent accounts. Perform contract/PO reconciliations, review funding, line breakdowns, submitted invoices, quotes, and payments. Research operational issues with field personnel and coordinate corrective actions. Support audit requirements, special projects, ad‑hoc reporting, and train new team members as needed. Qualifications Bachelor’s degree in accounting, finance, or related field, or 3+ years of experience in collections or account reconciliation. Intermediate Excel skills – ability to use formulas, pivot tables, and advanced functions. Experience leading process improvement projects and working independently in a fast‑paced environment. Strong interpersonal, customer service, analytical, and critical‑thinking skills. Proficient with spreadsheets, word processing, and computerized accounting/accounts‑receivable systems. Ability to prioritize competing projects, meet deadlines, and collaborate across functions. Key Competencies Business acumen and customer focus. Accountability and ability to work under pressure.
